Statement of Work

1.0 PURPOSE/INTRODUCTION/OVERVIEW

The Great Lakes St. Lawrence Seaway Development Corporation (GLS) has a requirement to purchase a modular floating dock system, a drive-on floating personal watercraft (PWC) port, and associated accessories. This system is required to provide readily available rescue skiffs, as mandated by OSHA, at the south side of both Eisenhower and Snell Lock in Massena, NY.

2.0 BACKGROUND

OSHA regulations require that readily available rescue skiffs be present when work is performed around water. The docks and PWC ports acquired will be installed on the south side of both locks to ensure quick and easy access for personnel to conduct water rescues in case of emergencies.

3.0 SCOPE/OBJECTIVES

Offerors shall provide a quote for the following items:

· Quantity 4 – Ramp Abutment Kits: These kits are designed to connect a dock ramp to a solid structure on land for added stability. Each kit must include a metal angle bracket plate and all necessary hardware for attachment to the dock ramp. (Hardware for securing the metal plate to a solid surface on land is not included.)

· Quantity 4 – Dock Ramps with Hinges: The dock ramps must be tapered and hinged to create a flush walking surface from the shore to the dock. The ramps must be constructed of durable, UV-protected polyethylene and have a textured, non-slip surface. The approximate dimensions of each ramp are 60 inches wide and 152 inches long.

· Quantity 4 – Low-Profile Dock Buoyancy Boosters: These low-profile floats are designed to compensate for buoyancy deficiencies caused by heavy gangways or ramps. Each float must provide approximately 350 lbs of extra buoyancy to the dock system. The floats are to be of rotomolded construction.

· Quantity 12 – Modular Dock Sections: These are the main sections of the floating dock. Each section must have a textured top deck for low maintenance and a non-slip surface. They must be constructed of durable, UV-protected, rotomolded polyethylene and consist of a two-piece design (top deck and foam-filled bottom float). The bottom float must have suction pockets for enhanced stability. The sections must have molded-in channels on all sides for connecting to other sections and molded-in perimeter attachment slots for accessories. The approximate dimensions of each section are 60 inches wide, 120 inches long, and 17 inches high.

· Quantity 4 – Half-Round Dock End Caps: These are added to the end of dock sections to enhance the dock's design and provide a safe entry for boats or personal watercraft. The end caps must be constructed of UV-protected, rotomolded polyethylene, have a foam-filled interior, and a textured, non-slip surface. The approximate dimensions of each half-round dock end are 60 inches wide and 40 inches long.

· Quantity 12 – Dock Connection H-Beams: These are used to connect the modular dock sections together. They must slide into channels on the sides or ends of the dock sections. The H-beams must be constructed of durable, rotomolded polyethylene and be weatherproof and UV resistant.

· Quantity 4 - Drive-on PWC Ports: These ports must accommodate personal watercraft. They must include features for ease of entry and hull protection, such as soft, adjustable entrance wheels, and a gradual entrance. They must also include a bow stop with chain and clip, and be adjustable for precise alignment of PWCs.

· Quantity 4 – PWC Port Side Connection Kits: These kits provide the hardware for attaching the PWC ports to the side of the floating dock system. The kits must include brackets that slide directly onto the dock. The connection kits must be constructed of weatherproof and UV resistant polyethylene.

· Quantity 4 – Raised Pipe Sleeve Pairs: These sleeves are designed to fit inside mounting pockets on existing PWC ports, increasing stability by extending the surface plane that contacts the support posts.

· Quantity 4 – Raised Heavy-Duty Post Bracket Kits: These kits provide a way to incorporate dock posts into the floating dock system. Each kit must include heavy-duty post brackets and heavy-duty pipe sleeves and be designed for rough water and commercial applications.

· Quantity 112 Feet – Galvanized Steel Pipe: The pipes must have a 2-inch inner diameter and be sold per foot, in 14-foot pieces. (This equates to 8 x 14-foot pieces = 112 linear feet)

· Quantity 8 – Mud Augers

· Quantity 8 – Dock Ramp Handrails: The handrails must be 12 feet long, constructed of 1-1/2" x 1-1/2" tubing, with a top rail 36" off the deck, and a mid-rail 18" off the deck. The tubing must have rounded ends for safety.

· Quantity 24 – Handrail Brackets: These are aluminum brackets for mounting the handrails to the dock ramp. Each bracket must include a 3/8” x 2-1/2” stainless steel hex bolt and a 3/8” stainless steel flat washer.

The awarded vendor must deliver all materials within 60 days after award to Massena, NY. The awarded vendor shall be responsible for all costs associated with delivery to GLS’s Receiving Warehouse located at 251 Fregoe Road, Massena, NY 13662.

*GLS has limited receiving hours and limited forklift capability to unload deliveries. Therefore, the awarded vendor must coordinate deliveries at least two weeks prior to delivery and coordinate logistics of unloading materials if requesting GLS support to unload them.
