About this file

This is a Salient Characteristics attachment specifying the technical and operational requirements for an Arthroscopy Vision System to be procured by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 6. The solicitation concerns the Arthrex Synergy Vision System, identified as solicitation number 36C24626Q0422_1.

The vision system must feature a three-in-one console integrating camera, image capture, and light source (not exceeding 41 cm W x 13 cm H x 44 cm D) with minimum 1 TB internal storage, dual HDMI outputs, one DisplayPort output, and four 12G SDI outputs. The system must support dual-view and quad-view display modes with panoramic arthroscope capability, featuring C-mount scope-to-camera connection, ultra-wide field of view with 140-degree capability, toggleable 30-degree/70-degree/45-degree viewing angles, and minimum 161mm scope length. The camera head requires 4K resolution with HDR imaging at minimum 60 frames per second, autoclavable design, three programmable buttons per head supporting short and long press functions, and ICG fluorescent dye visualization capability. The system must support a disposable micro camera option (2.0mm diameter) with simultaneous split-screen display capability on a single monitor. Additional required components include a fluid pump system (maximum 150 ml/min flow rate, pressure range 12-120 in 5-increment steps) with independent inline pressure and flow adjustment, a resection/shaver system with dual-channel capability and 8000 RPM maximum speed, and an RF console with metal proximity detection and hand/foot switch controls. The arthroscopy video tower must measure 28 inches wide x 27 inches deep x 71 inches high (excluding monitor) with four locking casters, rear door, six shelves, and support for a 32-inch 4K HDR 12G surgical monitor. The procurement requires four complete vision tower systems with sixteen panoramic arthroscopes, sixteen high-flow sheaths, sixteen obturators, four 4K C-mount cameras, four resection/shaver consoles, four RF consoles, four fluid management systems, and associated accessories including scope cases, instrument cases, printers, and footswitches.
