About this file
This document is an Attachment A for the Rural Health Switched Ethernet Connectivity - Network Upgrade Project Plan for the Arkansas Department of Health (ADH) consortium. The project objective is to solicit bids for Ethernet network connections ranging from 50 Mbps to 1000 Mbps for all ADH County Health Care Units. The bid process will follow the USAC Rural Health Program guidelines, and each unit will be awarded to the service provider with the lowest average cost per Megabit. The initial contract term is 4 years, with an option to renew for an additional 3 years, for a maximum of 7 years.
The project budget is funded through the ADH consortium's general state revenues and grant money set aside for maintenance and operations. ADH will use these funds to pay the 35% contribution for consortium members. The project timeline includes key milestones such as the solicitation issuance, bid opening, bid award reviews, Form 462 filing with USAC, circuit orders, equipment installation, and final circuit turn-up, all to be completed by December 31, 2024.
