STATEMENT OF WORK
I. GENERAL INFORMATION
The U.S. Geological Survey Office of International Programs requests logistical and technical support service in executing projects and partnerships. This includes work with other Federal agencies, foreign government agencies and non-government and science organizations both foreign and domestic. The USGS is collaborating with the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan on two projects involving capacity building and surface-water hydrologic investigations. Specifically, the USGS works with the Hydrometeorological Service Agency of the Republic of Uzbekistan (Uzhydromet) and the associated Hydrometeorological Research Institute (HMRI), as well as the National University of Uzbekistan on both projects under this Ministry.
The first project is designed to perform capacity building including scientific analyses of Uzbek surface water and snow data and information in the creation of digital data sets, capacity building in statistical analyses, assessment of flood and mudflow hazards, remote sensing applications, and modernization of monitoring surface-water networks. The second project is focusing on obtaining an improved understanding of the contributions of different sources of water to the Qashqadaryo river and their seasonal variability. Both projects aim to build the scientific and technical capacity of the Uzbekistan government for water resources assessments that address water quantity, water quality, and impacts of climate change. Through these bilateral engagements, Uzbekistan government scientists and engineers, and university students are learning about USGS tools for hydrologic investigations including study design, sample collection, data interpretation, publication, and outreach tools.
This Task Order will cover a 12-month performance period from date of award for a Subject Matter Expert (SME) who is familiar in working with USGS, familiar with Central Asia culture, and Russian speaking to provide external oversight and reporting of such oversight regarding the project. This Task Order also covers support for water sample collection by Ministry personnel for isotopic analysis of water samples.
I. WORK REQUIREMENTS
A. Technical Requirements /Supporting Information
1. Provide a SME who is experienced in working in the U.S., Uzbekistan, and Central Asia to perform one closing evaluation of the program activities in 2025 through consultations, interviews, and a questionnaire with Uzbek colleagues in Uzbekistan. The SME will provide a written evaluation report that describes the evaluation processes and results. The SME also will provide a report on the support provided for the sampling exercise as part of project two to be conducted in 2025.
2. The SME will be required to travel to Tashkent, Uzbekistan to participate in closing workshops and associated meetings and evaluate both project activities to conduct the closing evaluations. The Contractor and SME will NOT be required to plan, coordinate, or execute these workshops. Water samples will be collected 4 times during the period of this Task Order. Each of the four sampling trips will require 7 days for travel and sample collection. Support for each trip will be limited to reimbursement for the following travel expenses: rental of one SUV vehicle for 7 days, 6 nights of lodging for up to 4 Uzhydromet staff members involved with sample collection, and meals for up to 4 Uzhydromet staff members while in travel status, not to exceed 7 days for each trip. The total cost of reimbursement for water sampling will not exceed US State Department OCONUS requirements regarding per diem based on 4 trips of 7 days for up to 4 people outside of Tashkent, rental of SUV vehicle of about $100 per day, and miscellaneous expenses of less than $20 per day per person.

Workshops are a one-time event which can take place anytime during the life of the Task Order.
2. The SME will attend, remotely as needed, close to all planned meetings and coordination efforts with the USGS and submit detailed status reports/updates to the USGS on a monthly basis or as needed (but not more frequently than monthly written reports) leading up to the workshop allowing for clear, effective and constant communication channels. Report should be submitted to William Cunningham USGS, wcunning@usgs.gov.
Written reports are to be sent via email attachment in a format mutually agreed upon by the USGS and the contractor.
3. The SME will prepare a final external evaluation report of the USGS-Uzbekistan program to be completed by the end of the performance period. An evaluation report will be a minimum of 15 pages and will include external feedback from Uzbek counterparts and others as needed. To accomplish this task the SME will participate in a workshop in Uzbekistan to be conducted in late summer-early fall 2025.
4. The SME also will support water quality sampling and prepare a report of no more than 10 pages on the assistance provided for the sample collection.
