About this file
This is a Request for Information (RFI) response template issued by the Iowa Department of Health and Human Services for Child Protection Center Training and Consultation services. The RFI# FWBPCWP27025 seeks to establish a statewide consultation service in partnership with a Child Protection Center or Child Advocacy Center to support qualified healthcare providers in conducting child abuse medical assessments for children referred by child protection workers. Respondents must submit responses as Microsoft Word-compatible electronic documents to the Issuing Officer, Melanie Mathes, at melanie.mathes@hhs.iowa.gov by October 30, 2026, at 2:00 PM. The RFI requests detailed information addressing eight primary inquiry areas: staffing, infrastructure, technology and operational capacity needed to build a statewide provider network; criteria and competencies for defining qualified healthcare providers; anticipated barriers to recruiting and retaining providers statewide, particularly in rural areas; essential training types and delivery methods for community healthcare providers; effective consultation mechanisms and realistic turnaround times; meaningful performance measures and outcome indicators; risks and operational challenges in serving as a statewide consultation hub; and cost considerations and funding structures for establishing a sustainable payment model.
The RFI does not establish pricing terms, set-asides, or contract award details, as it is an information-gathering instrument rather than a formal solicitation. Respondents are encouraged to submit concise, detailed responses without including victim-identifying information, confidential case information, exact facility locations, or operational security details. Multiple submissions are permitted prior to the deadline, with subsequent submissions containing only new information. Contact information for response submissions and any contributing personnel must be included with each response. This RFI represents the Agency's exploratory phase in understanding the capacity and feasibility of potential service providers before developing a formal procurement strategy.

The Agency is seeking a better understanding of the areas listed below. Respondents are requested to submit a response to this RFI by answering the following questions:
1. What staffing, infrastructure, technology, and operational capacity would your center need in order to build and support a statewide network of qualified healthcare providers and offer ongoing, as needed, child abuse consultation?
2. What criteria should the Agency use to define a “qualified healthcare provider,” including the specific competencies needed to complete medical evaluations that add knowledge and value to child abuse assessments?
3. What barriers or challenges do you anticipate in recruiting and retaining these providers statewide, especially in rural areas?
4. What types of training (content, competencies, delivery methods, and frequency) would be essential to prepare community healthcare providers to complete child protective services‑related child assessments?
5. What mechanisms (phone line, secure messaging, telehealth, case reviews) would be most effective for providing timely and appropriate ongoing consultation to community healthcare providers, and what turnaround times are realistic?
6. What performance measures, outcome indicators, or reporting capabilities would be most meaningful and feasible for tracking the quality and effectiveness of the provider network and the consultation services?
7. What risks, limitations, or operational challenges do you foresee in serving as a statewide consultation hub, and what supports or clarifications would you need from the Agency to mitigate these risks?
8. What cost considerations or funding structure (e.g., start‑up costs, staffing, training, travel, ongoing consultation time) should the Agency be aware of in designing a fair and sustainable payment model?
