About this file
This is a Brand Name Justification (BNJ) document for Ansys LS-DYNA software license and maintenance renewals for the Naval Undersea Warfare Center (NUWC) Keyport. The General Services Administration (GSA), Federal Acquisition Service (FAS) is the contracting activity. The procurement involves four specific Ansys LS-DYNA software licenses with a period of performance from September 30, 2025 to September 29, 2026, with a total estimated cost of $55,891.46 or $65,951.92 including an 18% markup fee.
The justification highlights the software's critical role in mission-critical applications such as drop tests, impact and penetration simulations, and seismic modeling. Ansys software is essential for running Finite Element Analysis (FEA) and accessing proprietary legacy design files. Market research showed limited alternative sources, with only three items available on GSA Advantage and one small business vendor on the NASA SEWP contract. The document recommends a full and open solicitation on SAM.gov to encourage competition, while emphasizing that switching software would incur significant replacement and training costs and potentially impede testing and analysis activities.

1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY
The Contracting Activity is the General Services Administration (GSA), Federal Acquisition Service (FAS), Global Supply Chain Management Branch. The requiring activity is the Naval Undersea Warfare Center (NUWC) Keyport, in Keyport, Washington.
2. NATURE OR DESCRIPTION OF THE ACTION BEING APPROVED
This Brand Name Justification (BNJ) is in response to a Requisition received from NUWC Norfolk for Ansys LS-Dyna software license and maintenance renewals.
3. DESCRIPTION OF THE AGENCY’S NEEDS
The following details the renewal requirements:
A. Ansys LS-DYNA HPC-32 - TEC; P/N: LIC0009949; PoP: Sep 30, 2025 - Sep 29, B. Ansys LS-DYNA - Paid Up; P/N: LIC0026022; PoP: Sep 30, 2025 - Sep 29, 2026 C. Ansys LS-DYNA - TECS; P/N: LIC0026023; PoP: Sep 30, 2025 - Sep 29, 2026 D. Ansys LS-DYNA - TECS; P/N: LIC0026023; PoP: Sep 30, 2025 - Sep 29, 2026
The total estimated cost of these licenses is approximately $55,891.46 or $65,951.92 with an 18% markup fee.
4. IDENTIFICATION OF JUSTIFICATION RATIONALE
The circumstances and rationale for limiting consideration to select schedule contractors for award follows:
In accordance with FAR 13.501(a), an ordering activity must justify its action when restricting consideration to a single source, including brand name justifications. Additionally, this limited source justification will document that this requirement is essential to the Government’s requirements and the market research which indicates that no other brand is qualified to meet Navy’s requirements.
5. DEMONSTRATION OF THE UNIQUE NATURE OF THE REQUIRED SUPPLY
Ansys LS-DYNA simulation software is used for applications like drop tests, impact and penetration, smashes and crashes, occupant safety, and more in support of mission critical Pacific NW Test and Evaluation Range Systems within the Pacific NW Range Complex Lab.
Ansys software is used by engineers for the new simulator work in our Seismic Modeling and Simulation effort due to its ability to run and process FEA (Finite Element Analysis) which is essential in developing and providing the granularity and fidelity required when running seismic simulations as well as accessing and modifying legacy Ansys data files. Ongoing Ansys software maintenance is required to receive user technical support, software updates, and security patches to keep software compliant with DoD cybersecurity directives. Ansys data files are held in a proprietary file format. No other known software application can be used to access and modify these legacy Ansys design files. Therefore, in addition to the initial procurement costs to the software application itself, the government would incur an additional cost of approximately XXXXX to replace the software in addition to the time and costs associated with training Government engineers on utilization of the new alternative software application, which would impede testing and analysis activities. If this request is denied, DoD engineers will be unable to meet mission critical requirements.
6. DETERMINATION THAT THE ORDER REPRESENTS THE BEST VALUE
The contract specialist will compare proposed pricing to pricing received in response to the solicitation as well as to the independent government cost estimate to ensure the pricing is fair and reasonable and in the best interest of the Government.
7. DESCRIPTION OF MARKET RESEARCH COMPLETED
Market research was conducted in September 2025 for the above Ansys licenses/maintenance.
These items were determined to be a commercial item readily available in the market place. A review of GSA Advantage was conducted; however, only three of the above items were available.
Approximately, 46.4% of the cost would have been on an OLM SIN, which is more than the allowed upon 33.33%, DOD ESI, JWOD/Ability One, Unicor and FSSI were also reviewed;
however, these items were not available through any of these sources. A search of the NASA SEWP contract revealed that there was one small business vendor capable of providing the required items. To encourage greater competition and potentially achieve more advantageous pricing, a full and open solicitation on SAM.gov under NAICS 423430 is recommended.
8. STATEMENT OF ACTIONS TO OVERCOME BARRIERS TO COMPETITION
Prior to any subsequent procurement, the market will be reviewed to assess whether any other qualified sources are available and are able to meet the Government’s requirements.
9. CONTRACTING OFFICER CERTIFICATION AND APPROVAL
I certify that the justification for Other Than Full and Open Competition is accurate and complete to the best of my knowledge and belief. Based on the above, I hereby determine that it is in the best interest of the Government and most appropriate for this acquisition to be Brand Name.
