About this file

This is a Questions and Answers document for Federal Contract Opportunity 36C24626Q0687 regarding solar shades installation for a Veterans Affairs facility.

The solicitation requires installation of solar shade systems with 12-inch matching valances attached to fascia with Velcro. Most installations will be inside mounts within window openings, with field verification required by the contractor. Window depths of 6 inches or greater are available to accommodate the shade systems. The Government has provided representative photographs of existing window conditions and valance design to the Contracting Officer. Installation is requested as soon as possible, with an originally planned July 2026 installation date referenced in the Statement of Work. No existing window coverings require removal. Two oversized units measuring 114" × 65" and 210" × 65" exceed standard cordless Zero Gravity shade system parameters and may require solutions using 2-4 individual ceiling-mounted shades, subject to contractor field verification and proposal evaluation. The Government specifies S Screen fabric at 4% Jute in color 1604-200C1 with Velcro-adhered valances for maintenance consistency. A contractor has indicated they do not stock the specified jute fabric and do not offer Velcro-adhered valances, offering instead 1%, 3%, 5%, and 10% solar fabric alternatives and metal cassette or upholstered wood-based valances. The Government's response indicates the Jute color is their standard window treatment requirement for consistency, and Velcro adherence is necessary for maintenance purposes.

Solar Shades - 36C24626Q0687

Questions Responses

1. What mounting method is required for the solar shades? Inside mount within the window opening? Outside wall mount? Ceiling mount?

Will potentially vary but most are inside mount.

Field verification by contractor will be needed.

2. If an inside mount is required, can the Government provide the available depth between the front of the mullion and the front edge of the windowsill to verify shade system compatibility?

Many of the windows have ample depth (6+") to house shades. Field verification by contractor will be needed.

3. Are there existing window coverings, shades, blinds, or valances that must be removed and disposed of by the contractor?

No

4. Can the Government provide any installation details, drawings, photographs, or elevations showing the existing window conditions?

Yes, representative photographs of existing windows provided to CO.

5. The Statement of Work indicates delivery and installation will occur in July 2026.

Can the Government provide the anticipated project completion date or required completion timeframe after award?

The construction of the space is complete and is in possession of the VA. Completion of the contract is requested as soon as possible. We requested a July install when the contract was submitted back in Feb 2026.

6. The solicitation references a 12-inch matching valance attached to the fascia with Velcro. Can the Government provide additional specifications regarding the valance construction, dimensions, and locations where the valance is required?

Yes, representative photograph of valance design provided to CO. Valances are required where the metal fascia would be visibly exposed.

Field verification by contractor will be needed.

7. I’m reviewing the sizes now, and there are a couple that I’m concerned about and was hoping you could help clarify.

The units at 114" × 65" and 210" × 65" exceed the parameters for the cordless Zero Gravity shade systems. Can you shed some light on how you’d like to handle these?

The larger units could possibly be addressed using 2 – 4 individual ceiling-mounted shades. But this will need to be field verified by the contractor and suggested solutions assessed during proposal evaluation.

8. After reviewing the specifications below, we do not have the materials and products indicated.

• We offer 1%, 3%, 5%, and 10% solar fabrics.

• Our valances are either metal cassette (square or round) or an upholstered valance consisting of a wood base covered in shade fabric.

• We do not offer the specified material: S Screen, 4% Jute, color 1604-200C1.

• None of our valances are Velcro-adhered.

If there is any flexibility

JUTE Color is our standard window treatment-we need to stay consistent. The valances need to be velcro adhered for maintenance reasons.
