About this file
This document is a Performance Work Statement (PWS) for a federal contract opportunity to clean the flow straighteners and honeycomb structures inside the Large Cavitation Channel facility in Memphis, TN. The key objectives are for the contractor to thoroughly clean the flow straighteners and honeycomb using water or cleaning solutions, and to remove all dirt, debris, and detritus from the facility. The contractor must have an established fall protection program and confined space safety program, and possess any required certifications for erecting scaffolding. The government will provide access to water and a fire hose connection, while the contractor must provide their own equipment and crew. The work must be completed by September 30, 2025. The related federal contract opportunity is a pre-solicitation sources sought notice, which is not a formal solicitation but rather market research to identify qualified contractors, including small businesses, to potentially perform this work under a future firm-fixed price contract.

Performance Work Statement
FLOW STRAIGHTENERS/HONEYCOMB CLEANOUT IN THE LARGE CAVITATION
CHANNEL MEMPHIS, TN
1.0 DESCRIPTION OF SERVICES/INTRODUCTION: Contractor will clean detritus and other dirt and debris from two (2) sections of 25’x25’ vertical sections of flow straighteners inside the Large
Cavitation Channel. These sections are next to each other separated by a 24” air gap and must be accessed from both sides for cleaning. One side (the upstream side) is filled with 4”x4” square tubes.
The other side (the downstream side) is divided into a grid of 5’x5’ squares with each grid square filled with approximately fifty thousand (50,000) 1/4” hexagonal tubes. There are approximately one million of these small tubes on the downstream side. All detritus, dirt, and debris cleaned from the honeycomb must be removed from the facility by the contractor. Any cleaning solutions used must be non-toxic and otherwise safe for draining into the municipal sewer system. See reference document “Flow and
Honeycomb Diagram” and “Honeycomb and Flow Straighteners Photos.”
Contractor will be working in a confined space. All appropriate safety measures including having the space certified as safe everyday must be taken and will be the responsibility of the contractor.
2.0 BACKGROUND: The Flow Straighteners and honeycomb smooth out the flow of 1.4 million gallons of water in the channel as it circulates at speeds up to 35 knots. They straighten and flatten turbulent water to ensure laminar flow during model testing. They also act as a large filter for debris that may be present in the water. They are cleaned every few years. In the past, contractors have needed scaffolding to access the higher portions of the Flow Straighteners/honeycomb. The space requires fall protection and appropriate PPE.
3.0 OBJECTIVE:
3.1 The contractor shall thoroughly clean the Flow Straighteners/honeycomb using water or other cleaning solutions or a combination of both.
3.2 The contractor shall accomplish this using their own tools, equipment, and crew. The LCC will provide high pressure water with a fire hose connection.
3.3 The contractor shall remove all dirt, debris, and detritus cleaned from the Flow
Straighteners/honeycomb and dispose of it at their expense. Any dirt that is captured in runoff water and non-toxic cleaning solutions can be drained into the municipal sewer system.
4.0 SPECIAL QUALIFICATIONS:
4.1 The contractor shall have an established fall protection program and a confined space awareness and safety program. If erecting scaffolding, the contractor will possess the appropriate certifications and licenses to do so.
