About this file

This document is a process flowchart and guidance document for the Progressive Design-Build (PDB) with Other Transaction (OT) delivery method for military construction (MILCON) projects under the statutory authority of 10 U.S.C. § 2808a. The PDB with OT approach is structured in two agreement phases: Phase 1 covers design and preconstruction services using MILCON design funds, while Phase 2 encompasses final design and construction using MILCON construction funds. The pre-agreement phase includes eight sequential steps: project requirements definition, Request for Qualifications (RFQ) issuance, Statement of Qualifications (SOQs) submission and evaluation, down-selection of qualified firms, pitch presentations, qualifications-based selection (QBS) of the best qualified offeror, negotiation of Phase 1 OT services scope, and award of the Phase 1 agreement.

Phase 1 progresses through nine integrated activities: kickoff and risk-informed alignment meeting, schematic design development with concept solutions, budget estimate submission with Level 3 cost estimates, advance design and technical development, integrated schedule development with long-lead item identification, execution-ready integrated solution coordination, and pre-construction work including BCOES reviews and permitting. Two off-ramp decision points allow government exit protection, with transition from open-book estimates to firm-fixed pricing at the decision gateway to Phase 2. Phase 2 execution includes concurrent final design documentation and construction in overlapping work packages (foundations, structure, building systems, interiors, exteriors, and site utilities), followed by redzone commissioning, beneficial occupancy, base certification, and final turnover. Key benefits emphasized include early alignment of government and industry goals, open-book transparency, iterative problem-solving, schedule and cost confidence, and overlapped execution to optimize design and construction sequencing.
