7.1 Administrative Work Hours per station are stated in Section 15. Federal Holiday coverage is stated in Section 8 and details in Section 15.

8. CONTRACTOR COVERAGE EXPECTATIONS

8.1 Coverage for Federal Holidays relates to the observed date of the holiday per OPM’s Federal Holiday listing at http://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federalholidays/.

HOLIDAYS

New Year’s Day January 1 Martin Luther King Jr. Day Third Monday in January Presidents Day Third Monday in February Memorial Day Last Monday in May Juneteenth June 19th Independence Day July 4 Labor Day First Monday in September Columbus Day Second Monday in October Veterans Day November 11 Thanksgiving Day Fourth Thursday in November Christmas Day December 25

*This list may also include any other day designated a holiday by federal law, Executive Order, or Presidential proclamation.

8.2 It is the expectation of VA Medical Centers in this contract that coverage periods that include the beginning of a Federal Holiday (i.e., passing 12AM on the Federal Holiday) follow through the usual coverage period through to its end (e.g. if coverage began at 10:30p.m. on http://www.opm.gov/policy-data-oversight/snow-dismissal-procedures/federalholidays/ the evening prior to the Federal Holiday, coverage would continue through until 8:00a.m. of the Federal Holiday). The required coverage periods for “Federal Holiday” for each respective VA Medical Center are in regard to the start of a new coverage period beginning on the Federal Holiday.

8.3 In contracting with the Federal Government, the contractor agrees to honor Presidential

Executive Orders closing agencies (see “Presidential Closing of Agencies” at https://www.opm.gov/policy-data-oversight/pay-leave/pay-administration/fact-sheets/holidays-work-schedules-and-pay/) within the confines of the contract and that the contractor will not charge any additional fees to provide coverage for these periods as the Department of Veterans Affairs honors such Executive Orders as additional Federal Holidays and, as such, the expectation is that the contractor will honor these days as Federal Holiday coverage as well.

8.4 However, it is the responsibility of each individual VA Medical Center to notify the contractor of these Executive Order holidays in order to secure coverage and to specify if lesser coverage hours than the full Federal Holiday hours are preferable to the respective VA Medical Center.

9. UNEXPECTED SERVICES NEEDS AND HOUR RATE

9.1 The contractor should provide a reasonable hourly rate to VA Medical Centers for any unexpected service needs. The hourly rates for servicing inpatient orders must be distinct from those for outpatient orders. Additionally, the hourly rate can be established for the base year, with adjustments made in subsequent years to account for anticipated changes in the contractor's costs. The contractor has the option to offer rates as a flat figure applicable to all VA Medical Centers included in this contract, or to tailor rates for each VAMC based on its complexity and typical service requirements. In such cases, the pharmacy manager will inform the Contractor at least two hours prior to the required service.
