Performance Work Statement (PWS) Procurement of Ultrasound System For Emergency Department, Robot Rubin Building VA Long Beach Healthcare System
1.0 Purpose
The purpose of this procurement is to acquire a Sonosite LX Ultrasound System for use in the Emergency Department, located in the Tibor Rubin Medical Center at the VA Long Beach Healthcare System. The system will support rapid diagnostics, improve procedural guidance, and enhance patient care for both trauma and non-trauma cases in a high-acuity environment.
2.0 Background
The Tibor Rubin Medical Center Emergency Department operates as a critical access point for Veterans in need of urgent and emergent care. Real-time, point-of-care diagnostic imaging is essential in this setting. The current ultrasound equipment is insufficient to meet the growing patient volume and lacks features compatible with modern clinical needs. The Sonosite LX is required to ensure high-quality imaging, rapid deployment, and mobility within the ED.
3.0 Scope
The contractor shall provide one (1) Sonosite LX Ultrasound System including the necessary transducers/probes, accessories, and warranty support. The contractor shall also provide delivery, setup, and basic user orientation.
3.1 Technical Specifications (Salient Characteristics)
The Sonosite LX Ultrasound System must include:
1. 21.3” high-definition touch display with tilting and height-adjustable design
2. Advanced imaging modes (2D, M-Mode, Color Doppler, PW Doppler, Tissue Harmonic Imaging)
3. Battery-powered operation with hot-swappable capability for mobile use
4. High-resolution transducers (including linear, curvilinear, and phased array probes)
5. Needle visualization technology for enhanced guidance during procedures
6. Fast boot-up (≤ 25 seconds)
7. Internal storage with DICOM compatibility and secure image archiving
8. Durable, compact, and mobile cart-based configuration with locking wheels
9. Infection controls compliant with smooth, cleanable surfaces.

5.0 Place of Performance
VA Long Beach Healthcare System Emergency Department - Building 164, Room 170 5901 E. 7th Street Long Beach, CA 90822
6.0 Period of Performance
All equipment must be delivered, installed, and operational within 30 calendar days of contract award.
7.0 Government Responsibilities
· Provide access to the ED for delivery and setup
· Identify POC for equipment inspection and acceptance
· Ensure clinical staff availability for orientation
8.0 Contractor Responsibilities
· Ensure delivery, setup, and calibration of all equipment
· Provide basic end-user training and orientation
· Provide warranty documentation and technical support contacts
· Coordinate with Biomedical Engineering for inspection upon delivery
9.0 Security & Privacy
The system shall be compliant with VA data protection and cybersecurity standards. Any device capable of storing patient information must support secure data encryption and allow for integration into VA’s electronic medical record systems, if applicable.
