The procurement encompasses a comprehensive range of medical supplies including IV solution sets, sodium chloride irrigation solution, dextrose solutions, magnesium sulfate, IV connectors, and related medical consumables. Item quantities range from 13 to 27,552 units across various medical supply categories. Electronic proposals must be submitted through the OpenGov eProcurement Portal by 5:00 pm on Wednesday, December 18, 2024. The contract period is three years with a potential for one additional two-year renewal option. Vendors must submit proof of licensing and a Permit Number if they are not a wholesaler, or a Direct Purchase Statement if they are a wholesaler; failure to provide these documents will result in bid disqualification.
The total departmental budget for this procurement is $90,000. The bid allows for price adjustments after the first year, limited to the Consumer Price Index for All Urban Consumers (CPI-U). The procurement emphasizes participation of Women/Minority Business Enterprises (WMBE) and Small Local Business Enterprises (SLBE), offering bid discounts up to 5% for City-certified SLBE and underutilized WMBE vendors. Bidders must complete Diversity Management Initiative forms, including Form MBD-30 for subcontractor payment tracking and Form MBD-40 as a Letter of Intent for WMBE/SLBE subcontractor utilization. Vendors must comply with OSHA Hazard Communication Standard guidelines, specifically providing Safety Data Sheets (SDS) in the uniform format established as of June 1, 2015, covering all 16 required sections of chemical hazard information for the medical supplies. Additional compliance requirements include E-Verify for employment eligibility, public records laws, and non-discrimination policies. The City reserves the right to extend the contract unilaterally for up to three additional 30-day periods.
