Louie’s Landing Boat Ramp Replacement

Missisquoi NWR, Vermont

Performance Work Statement

1.0 Introduction and Overview

Missisquoi National Wildlife Refuge requires the removal and replacement of the existing boat ramp at Louie’s Landing. The work involves removing the existing boat ramp, minor reshaping of the ramp approach, design and construction of a new ramp, and creating an extended entry into the river. The new ramp must be capable of resisting seasonal flooding and ice pressure. The existing boat ramp is approximately 20 ft. wide by 65 ft. long, constructed of reinforced concrete. The work involves coffer dams and pumping in the Missisquoi River.

The ramp is used by refuge visitors interested in canoeing, boating, hunting and fishing from spring through late fall.

Required permits from the state and U.S. Army Corps of Engineers for any work in the river itself has been approved.

The work is located on the Missisquoi NWR, at Vermont Route 78, approximately 4 miles west of Swanton Village. The Missisquoi NWR Headquarters is located at 29 Tabor Road, Swanton, VT 05488. For a site visit, contact Ken Sturm, Refuge Manager at telephone 802-868-4781, extension 3236.

In the Appendix are the permit drawings, and some sketches for the replacement boat ramp.

1.1 Scope of Work

The Contractor shall visit the site of the work, assess the situation, and provide a proposal to furnish and install the new 20’ wide by 75’ long concrete boat ramp. The work involves removing and disposing of the existing boat ramp, reshaping the ramp approach, design and construction of the new concrete boat ramp, creating an extended entry into the river.

1.2 Period of Performance

The estimated start date for the project is mid July 2021, and the work shall be completed in 60 days.

2.0 Requirements

A. Contractor Qualifications:

The proposed Contractor shall provide information on the following technical capabilities to be reviewed by the Contracting Officer and Government personnel:

1. Experience of construction personnel

2. Similar concrete boat ramp projects worked on in the past

B. All work and materials shall be in compliance with all the latest applicable codes, and the following applicable performance standards:

1. American Association of State Highway and Transportation Officials

(AASHTO)

2. American Society for Testing Materials (ASTM)

3. American Concrete Institute (ACI)

4. Vermont Standard Specifications For Construction (2011), Section 501.17

Curing Concrete

5. Control Of Cracking in Concrete Structures (ACI 224R-01)

6. Manufacturer's printed recommendations

C. Field Measurements:

1. Prospective bidders are responsible for inspecting the site and satisfying themselves as to the conditions under which they will work

3.0 Material Requirements

A. The concrete shall have a minimum strength of 4000 psi, with grade 60 reinforcing steel. The thickness and profile shall be properly sized for the anticipated loads at this site. The surface finish shall have a V-groove design, in which 1 x 1-inch V-grooves are formed into the wet concrete at a 60-degree angle to the centerline, which provides effective traction suitable for boating access use.

4.0 FORMWORK

A. Place no concrete on mud, disturbed soil, or frozen surfaces.

B. All concrete is to be formed.

5.0 DEWATERING OPERATIONS

A. To install the boat ramp, the Contractor shall control all water from any source entering the excavation areas. As required, the Contractor shall design, provide, install, operate, maintain, and remove a suitable dewatering system, using temporary steel sheet piling as a cofferdam.

The dewatering plan to be used shall be submitted by the Contractor to the Contracting

Officer for review and approval. The plan shall be suitable for the existing site conditions, indicating the proposed type of sheet piling used, depths of installation, installation locations, and methods of disposing of the water from site excavations.

All water pumped or drained from the work area shall be disposed of in a suitable manner without polluting or damaging nearby areas. Dewatering operations shall be maintained until all construction work in the excavation area is complete.

B. In place of dewaterering, an alternate method of placing pre-fabricated concrete panels may be used, as long as project requirements are met, and the proposed method is approved for use by the refuge.

In all cases appropriate geotextile curtains must be installed to prevent construction sedimentation to the river.

6.0 Concrete Curing Requirements

A. Concrete shall be properly cured per the requirements of ACI 224R–01. The prime objective of crack-control procedures is to keep the concrete wet as long as possible so that the concrete will have time to develop more strength to resist cracking forces.

B. The importance of moist curing will vary with the weather and the time of year. Cold concrete below 50 degrees Fahrenheit dries very slowly, provided the relative humidity is above 40%. At some depth, concrete loses moisture slowly. Where surface drying can be rapid, more care should be devoted to uninterrupted curing to improve surface strength. Cracking will be further reduced by creep if the surface is prevented from drying quickly at the end of the curing period. To accomplish slow drying, wet curing shall remain for several days without wetting after the specified curing period (preferably 7 to 10 days) until the cover and the concrete under it appear to be dry.

7.0 End Results/Deliverables

A. Provide and install all materials required to install the boat ramp. Material submittals shall be provided for approval before any materials are installed on this project.

B. The Contractor shall be responsible for strict compliance with all provisions of

Occupational Safety and Health Administration (OSHA) requirements 29 CFR 1910 and 29CFR 1926 during the performance of the work.

C. Upon completion of the project, all work areas shall be free from rubbish and debris.

Remove all tools, equipment, surplus material, and rubbish. At time of final inspection, area of work shall be restored to original condition and to the satisfaction of the Refuge Manager.

8.0 PROGRESS SUBMISSIONS & FINAL DOCUMENTS

A. The Contractor shall mail all material submittals to the following addresses:
