About this file
This is a minimum specifications attachment for a Request for Quotes (RFQ S-25700-00017558) issued by the Oregon State Police Procurement Services for a remotely operated explosive ordnance disposal (EOD) robot. The agency seeks quotes for an ICOR Technology Mini-CALIBER R1.5 robot (Model MINI-R1.5-120) with a 1.4 GHz SOL8-2x 1W radio in 110 VAC configuration, or an equal alternative product. The procurement follows Oregon Revised Statutes (ORS 279B.215) and Oregon Administrative Rules (OAR 125-247-0691) brand name or equal standards. The specification document establishes twelve minimum requirement categories that any offered product must meet or exceed, including tracked mobility capable of traversing rough terrain and stairs, articulating front and rear flippers, a five-axis turret-mounted robotic claw with 15-pound minimum lift capacity, five onboard cameras with color zoom and infrared capabilities, LED illumination, two-way audio communications, wireless RF control operating in the 1.4 GHz L-Band, a handheld touchscreen operator control unit with picture-in-picture display, rechargeable battery packs for both robot and operator unit, and a minimum two-year manufacturer hardware warranty. The solicitation also requires a separately priced optional item for a manufacturer hard-shell transport case.
Offerors proposing equal or alternative products must submit a compliance matrix with each specification response marked as "Meets" or "Exceeds," accompanied by brief explanations and references to manufacturer documentation such as data sheets and specifications to enable agency verification. The agency reserves the right to request additional product information or samples, which must be provided within seven days of request. All quotes must include brand new equipment delivered in original protective shipping crate or case with freight prepaid to Salem, Oregon, and must include hard-copy and electronic operator manuals plus manufacturer training videos or equivalent materials. The agency maintains sole discretion to determine what constitutes an equal or superior product, with that determination made after the opening date. Quote pricing must be itemized and valid for 30 days, with Oregon Sustainable Business Enterprise (OSBE) certifications considered per applicable administrative rules.

Minimum Specifications and Or-Equal Standard RFQ S-25700-00017558 | Remotely Operated Explosive Ordnance Disposal (EOD) Robot | OSP Ticket 153274
1. Basis of Specification This Request for Quotes uses a brand name or equal specification under ORS 279B.215 and OAR 125-247-0691.
The reference product is the ICOR Technology Mini-CALIBER R1.5, Model MINI-R1.5-120, with 1.4 GHz SOL8-2x 1W radio, 110 VAC configuration. The brand name identifies the standard of quality, performance, functionality, and other characteristics of the product needed by the Agency (ORS 279B.215(1)(a)). Products that are equal or superior in the characteristics listed in Section 2 will be considered. Characteristics of the reference product that are not listed in Section 2 are not minimum requirements.
2. Minimum Specifications An offered product must meet or exceed each of the following minimum specifications.
No. Category Minimum Specification
2.1 Mobility Tracked platform capable of traversing rough terrain and ascending and descending standard stairs.
2.2 Flippers Front and rear articulating flippers, remotely controlled, with positional feedback and operator-selectable preset positions, including home and stair-climbing presets.
2.3 Manipulator Turret-mounted robotic claw arm with a minimum of five (5) axes of movement and a minimum lift capacity of 15 pounds.
2.4 Cameras Minimum of five (5) onboard cameras, including: a color zoom camera (minimum 10x) mounted on the manipulator arm; front and rear color/IR drive cameras; a wide-angle color rear mast camera; and a claw camera.
2.5 Illumination LED drive lights supporting the front drive and mast cameras.
2.6 Audio Two-way audio (talk and listen) through the robot.
2.7 Communications Wireless RF control using COFDM IP mesh radios operating in the 1.4 GHz L-Band, with a minimum of two (2) radios at 1 watt each and a minimum of seven (7) selectable channels.
The 1.4 GHz L-Band requirement supports interoperability with the Unit's existing radio frequency equipment and operating procedures.

3. Or-Equal Documentation Requirements Offerors proposing an equal product must submit with the quote a compliance matrix that responds to each numbered specification in Section 2 with "Meets" or "Exceeds," a brief explanation, and a reference to attached manufacturer documentation (data sheets, specifications, or manuals) sufficient for the Agency to verify each response (RFQ Question 7.0). The Agency may request additional product information or samples, to be provided within 7 days of the request (RFQ Question 9.0). The Agency is entitled to determine, in its sole discretion, what constitutes a product that is equal or superior to the product specified; that determination is final (ORS 279B.215(1)(b)) and will be made after the opening date (RFQ Question 8.0). Offerors quoting the specified brand and model may state "N/A" in response to RFQ Question 7.0.
4. Optional Priced Item Offerors must quote, as a separately priced option, a manufacturer hard-shell transport case for the robot (or equal).
The Agency may include or exclude this option at time of award. The option price will not be a factor in the equal determination.
