About this file
This document is a detailed project scope and deliverables attachment for the Council Creek Regional Trail Design Services, involving Washington County, Metro, and multiple local municipalities including Forest Grove, Cornelius, and Hillsboro. The project aims to complete preliminary design (20-30% level) for a regional trail utilizing an existing 60-foot wide railroad corridor between Hillsboro and Forest Grove, with a $1,500,000 Regional Flexible Funds Allocation grant. The comprehensive scope includes multiple critical tasks: comprehensive data collection (topographical, geotechnical, environmental, archaeological surveys), public and agency engagement, trail cross-sectional planning, design alternatives analysis, traffic and intersection treatment evaluations, and preliminary corridor design plans.
The project has a structured approach with four primary tasks, each with multiple subtasks and specific deliverables. Funding includes a $1,500,000 Metro grant with a 10.27% local match of $154,050 from the MSTIP Opportunity Fund. The design will explore three potential trail alignment alternatives: a full rail-to-trail conversion, a transit-with-trail option preserving right-of-way for potential future transit, and a phased construction hybrid design. Key considerations include environmental impact mitigation, stormwater management, potential transit integration, and compatibility with existing infrastructure. The project's ultimate goal is to create a detailed preliminary design that can be used to pursue additional funding for final design and construction, with extensive coordination required among Washington County, cities, Metro, TriMet, and other regional stakeholders.

Washington County Council Creek Regional Trail RFFA Grant
Major Project Tasks and Deliverables
Project Area
The Project Area includes the Portland & Western (PNWR) railroad right-of-way (ROW) between Douglas Street in Forest Grove and Dennis Avenue in Hillsboro (northern spur, north of Tualatin Valley Highway).
Analysis will extend east and west to the Hillsboro Regional Center (specifically, the Mark O. Hatfield Government Center Light Rail Station) and Forest Grove Town Center (e.g. Pacific University and downtown Forest Grove). The centers are major destinations for Council Creek Regional Trail potential users and for travelers in the Tualatin Valley Highway corridor.
Major Project Tasks and Deliverables
Task 1. Data Collection
Building from the adopted Master Plan Framework collect and prepare information needed to develop and evaluate the design alternatives and understand potential implications, including planning level cost estimates to address significant issues.
Task 1.1 Corridor Survey and Mapping
Surveys of railroad rights of way (ROW) and topography to collect data relevant to developing design alternatives including property considerations (e.g. fences, accessory structures, etc.), wetlands/flood plains, and all utilities both parallel and crossing that could pose cost risks.
Task 1.2 Bridge and Railroad Trestles Report
Conduct and document structural assessment in report. Consider use of existing bridge and railroad trestles for trail and/or transit use, documenting potential and limitations of both.
Task 1.3 Geotechnical Report
Catalog areas of concern with known geotechnical issues along the corridor based on research and review of existing geotechnical documents and studies.
Task 1.4 Hazardous materials corridor report
Catalog areas of concern.
Task 1.5 Wetland Determination Technical Report
Catalog wetland conditions along the corridor.
Task 1.6 Archaeological, Environmental and Farm Resource Impacts Report
Catalog areas of concern with any known resources along the corridor based on an inventory, research and review of existing documents and studies. Include coordination with the Confederated Tribes of the Grand Ronde Community of Oregon, as appropriate.
Task 1 Deliverables:

Task 2 Deliverables:
2 Public and agency engagement plan and final report
• Public and Agency Engagement Plan
• Identify key agency and stakeholder groups and individuals
• Conduct engagement, in coordination with
Washington County staff
• Final Engagement Report
Task 3 Finalize Trail Cross-Sectional Plans Along Entire Corridor Alignment
The primary objective of this task is to determine the preferred cross-section and placement of the trail within the rail corridor ROW. In order to achieve that outcome, this task also includes several elements:
development of performance measures and design criteria, development of alternatives, alternatives analysis, selection of a preferred alternative and development of a corridor plan delivery and implementation strategy.
Task 3.1 Performance Measures and Design Criteria
Identify systemwide outcomes, desired corridor functions and uniform design criteria. This task will involve engaging the public and coordinating with partners to confirm and refine corridor-wide goals, vision and clearly define the needs to guide project development and prioritization. Metro’s “Designing Livable Streets and Trails Guide” should be considered and referenced.
Task 3.2 Preliminary Design Plans
Develop draft corridor plan view with cross-sections for up to three alternatives:
1. Rail-to-trail
This alternative assumes the entire corridor would be dedicated to trail use only. This alternative would not preclude use of the existing railbed for trail use, nor would it require the trail alignment to reserve right-of-way for transit use. Specific trail alignment could make use of entire right-of-way.
2. Transit-with-trail
This alternative assumes a portion of the right-of-way would be preserved for potential future transit use. A determination would need to be made for how much right-of-way should be reserved for transit and the trail would likely be pushed to either the north or south side of the ROW. The CCRT Master Plan indicated that a 16-foot trail section (10-12 foot for the multiuse trail plus two-foot shoulders on either side) would allow for both single track and dual track light-rail line, including room for a station stop. However, a wider trail facility may be considered to accommodate micromobility devices (e.g. scooters, e-bikes and other potential devices), including motorized micromobility devices with a significant speed differential relative to walking.
3. A phased construction hybrid design
This alternative assumes a portion of the right-of-way would be preserved for potential future transit use, however, it takes advantage of the existing railroad trestle and potentially other infrastructure until such time as transit is provided in the corridor. As in option 2, the trail would likely be pushed to either of the north or south side of the ROW, but would transition back to the existing rail placement at the trestle over Dairy Creek (and any other areas, as needed).
Consideration of transit accounts for dedicated right-of-way for transit only. None of the alternatives include transit mode or operational analysis.
Task 3.3 Alternatives Analysis
Evaluate draft cross-section alternatives by segment throughout the entire corridor. Analysis to be informed by concurrent TV Highway transit analysis. Evaluation based on data collected in Task 1 and performance measures and design evaluation criteria identified in Task 3.1 and will include planning-level cost estimates.
Task 3.4 Traffic and Intersection Treatment Alternatives Analysis
Report will include forecasting trail user volumes. Prototype, and some specific, crossings shall be analyzed and typical treatments recommended. Prototype crossings could include:
• State highway (OR 47)
• Arterial/collector intersections
• Driveways
