About this file

This is a model contract and scope of work document between the County of Orange Social Services Agency and a licensed counseling provider for the delivery of Licensed and Specialized Counseling Provider Services. The County is soliciting proposals from qualified licensed mental health professionals to provide counseling services to children from birth through 17 years of age, Non-Minor Dependents (NMDs), and parents or caregivers who are at risk of or have a history of child abuse and/or neglect. Services include individual, conjoint, and family counseling utilizing family-centered, trauma-informed, evidence-based approaches with maximum of 20 counseling sessions per referral within a seven-month service period. The contractor must provide services during standard business hours (Monday through Friday, 8:00 a.m. to 5:00 p.m.) with evening availability between 5:00 p.m. to 8:00 p.m. for a minimum of three days per week and weekend hours. The contract term is July 1, 2027 through June 30, 2030, with an option to renew for an additional two-year term upon mutual agreement. The request for applications deadline is September 29, 2026 at 4:00 p.m., and all proposals must be submitted electronically through the County's eProcurement Portal.

The County compensates contractors at a fixed rate of $150 per counseling hour for each referral, with monthly billing in arrears. No guarantee of usage is provided by the County regardless of the number of referrals. Contractors must maintain comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($1,000,000 per claims-made or occurrence), Workers' Compensation (statutory), Network Security & Privacy Liability ($1,000,000), and Sexual Abuse and Molestation coverage ($1,000,000 per occurrence). All personnel must be properly licensed by the California Department of Consumer Affairs Board of Behavioral Sciences and must pass background checks, including clearance from the National Sex Offender Website and Megan's Law Registry. Contractors must comply with all applicable federal, state, and local laws, including non-discrimination requirements, confidentiality provisions under California Welfare and Institutions Code, and child abuse reporting mandates. The contract requires contractors to maintain client records for five years post-contract termination and participate in outcome tracking to demonstrate that a minimum of 80 percent of clients completing services show improvement in their treatment goals.

Contractor agrees to keep such insurance coverage current, provide Certificates of

Insurance, and endorsements to the County during the entire term of this Contract.
