Justification for Single Source Awards For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

1. Contracting Activity: Department of Veterans Affairs, Network Contracting Office 6, for Kernersville Health Care Center (KHCC), 1695 Kernersville Medical Parkway, Kernersville, NC 27284. Purchase Request# 659-24-3-048-0257.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The Kernersville Surgical Services has a request for Brainlab Inc., BrainLab Kick Navigation System to support KHCC surgical operations. This product is used to provide electromagnetic navigated Ear, Nose and Throat (ENT) sinus surgery. The contractor shall provide all software and firmware updates. Estimated value is

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

This is a brand name justification. Kernersville Surgical Services requires the BrainLab Kick Navigation System. The Salisbury VA Health Care System has standardized to this equipment and covers multiple locations to include the KHCC and Charlotte HCC as staff travel between sites. The ENT surgical services maintain an inventory of instrument sets that are only compatible with BrainLab Kick Navigation System. Both Perioperative and Sterile Processing Services have competencies for the pre-sterile cleaning and processing of the equipment.

Maintaining standardized ENT surgery devices is critical for patient safety. Continuing the use of BrainLab Kick devices ensures the surgeons use the correct accessories for the cranial procedures. Procurement of any other ENT surgery devices may result in redundant equipment configurations, additional cost to the government, and create potential safety hazard. It is in the best interest of the Government to continue its use of BrainLab equipment for KHCC.

4. Description of market research conducted and results or statement why it was not conducted:

Searches of the VetCert, GSA Advantage, NAC, SAC, eCMS, and FPDS were performed.

The manufacturer was contacted to identify authorized distributors. The large business OEM and one SDVOSB were identified that can provide the required equipment.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
