The requested procurement must operate within the existing installation of BT Diamond Sapphire hardware appliances running the IPControl software environment. BT Diamond wrote the IPControl software which only runs on dedicated BT Diamond hardware appliances, no other company produces compatible software or hardware. It has taken the USGS years to enter all of the data managed by the software and to customize the configuration of the software to meet our needs. DNS is a critical part of USGS infrastructure and the IPControl software also supports Voice/PBX, Telecom, Security and other IT requirements. It would take many months for a team of dedicated specialists to transfer the data and configuration into a new software environment.

No other product brands were known to possess the unique and essential qualifications outlined above based on market research of other product brands from current and previously established DOI contracts, field research and onsite testing. Competition will be sought among resellers.

Competition will be sought among resellers. However, future requirements will also undergo market research and be competed to the maximum extent practical.
