About this file

This is a Request for Information (RFI) questionnaire for a Healthcare Clearing House (HCCH) revenue transactions processing capability assessment. The Department of Veterans Affairs, through its RPO Central Supply & Services Team 2, is conducting market research to identify potential vendors capable of providing healthcare electronic data interchange (EDI) clearinghouse services. Responses are due by Friday, October 2, 2026, at 2:00 PM Eastern, and should be submitted to Aimee Maxel (CS) at aimee.maxel@va.gov and Kristy Svendsen (CO) at kristy.svendsen@va.gov, referencing RFI number 36C24C26Q0024.

The questionnaire requires vendors to demonstrate existing capabilities across seven primary technical areas: (1) healthcare EDI clearinghouse operations; (2) ownership and operation of physical EDI information systems and data processing centers; (3) ability to support batch and real-time transactions including VA proprietary formats and HIPAA 270/271 healthcare eligibility inquiries; (4) capacity to process estimated annual volumes of 4.5 million 270/271 transactions and 4.3 million A1/A2 electronic coverage discovery transactions; (5) achievement of Healthcare Network Accreditation Program (HNAP-EHN) accreditation by EHNAC or VA Authority to Operate (ATO) certification as a FISMA-High security system; (6) CAQH DataSpring CORE Phase II certification for batch and real-time HIPAA 5010 X12 270/271 transactions; and (7) compliance with the 50 percent limitation on subcontracting rule applicable to small business set-asides under NAICS code 518210 (Data Processing, Hosting, and Related Services). The NAICS code classification indicates this is a services-based contract where the prime contractor cannot exceed 50 percent subcontracting to non-similarly situated entities.
