About this file
This combined synopsis and solicitation requests quotations for the purchase of an extrusion press and associated equipment by the National Energy Technology Laboratory. NETL requires an extrusion press with a 900 ton maximum pressing force and associated 3-inch, 4-inch, and 5-inch diameter container and stem assemblies constructed of H13 steel and Inconel with heating capabilities. Quotations must include shipping to NETL's Albany, Oregon location and commissioning and training services. The award will be made to the responsible vendor providing the lowest firm fixed price quotation for technically acceptable equipment meeting the specifications provided by September 1, 2022.

Introduction
The National Energy Technology Laboratory (NETL) is part of the U.S. Department of Energy (DOE) national laboratory system and is owned and operated by the DOE. NETL supports the DOE mission to enable a net-zero carbon economy by mid-century. As such, it has advanced alloy manufacturing laboratories focusing on improving manufacturing and materials performance in an array of challenging environments, including for the production and utilization of hydrogen from carbonaceous sources with carbon capture. As part of this mission, NETL has an immediate need for equipment to extrude material from high strength steel and nickel-base superalloys. The minimum requirements for the extrusion press are described below.

Specifications
2.1 Technical Specification for the 900 Ton Extrusion Press
The 900 Ton Extrusion Press shall be a hydraulic, horizontal stroking, monolithic frame type. The press shall be designed for a concentrically loaded extruding application using 3.0”, 4.0” and 5.0” diameter billets (associated containers, stem assembly, etc. are separate items).
The press shall be equipped the following primary components and features:
· Thermally stress relieved, monolithic press frame optimized using finite element analysis.
· One (1) single-acting main pressing cylinder.
· Two (2) double-acting main slide pullback cylinders.
· Two (2) double-acting container slide cylinders.
· One (1) double-acting die slide cylinder.
· Deep, heavy fabricated main slide with bolt pattern to accommodate mounting of the stem and holder.
· Deep, heavy fabricated secondary slide to house the heated container, with quick change over feature.
· Adjustable 8-point roller type precision guide arrangement for the main slide.
· Self-lubricated, precision 8-point, thermal compensating guiding package for heated container slide.
· Solid steel die slide plate with mounting for customer supplied extrusion dies.
· Platform mounted and self-contained multi-pump based hydraulic drive package using logic valve & manifold technology along with hydraulic piping package.
· One (1) press service and maintenance platform complete with safety railings and access stairs.
· Allen Bradley, Control Logix PLC based electrical control package complete with PanelView plus1000 operator interface mounted in a pendent style operator’s control station,
· Comprehensive control features including programmable pressing tonnage, programmable pressing speed, slide position control and monitoring, multi-mode capability, jog functions, extensive fault diagnostics and other useful features as appropriate. The press electrical control system will be designed with full integration of the ancillary equipment.
· Open drip-proof pump motor and full voltage motor starter,
· Operator Protection Package comprised of front safety light curtain and fence guarding package complete with mounting brackets and control interface,
· The press shall be arranged for mounting on a suitable foundation. The location and magnitude of press loading on the foundation will be specified by the winning bidder for use by the NETL’s structural engineer for pit and foundation design. Support beams and other structures necessary to carry the press are to be supplied and installed by NETL.
