About this file
This is an Evaluator Score Sheet document from the Florida Department of Agriculture and Consumer Services, Florida Forest Service, for the Joshua Creek West 26/27 Grazing Lease in Christmas, Florida. The solicitation seeks a qualified beef producer to lease 616 acres within the Charles H. Bronson State Forest to establish a cattle grazing operation with a current stocking rate of 75 animal units. The bid submission deadline is November 25, 2026, at 5:00 PM Eastern Time, with submissions sent to 3125 Conner Boulevard, MS C-25, Tallahassee, Florida 32399. Attendance at a mandatory site visit of the lease area is a requirement for bid submission. The lease area is closed to the general public, and the Florida Forest Service reserves the right to reject any and all bids and waive any irregularity in bids received.
The evaluation process utilizes a standardized scoring sheet with a maximum of 150 points distributed across two sections. Section A addresses Business Experience and Qualifications (50 points maximum), evaluating the bidder's experience managing a beef production operation (25 points) and proposed personnel qualifications and roles for managing the cattle grazing lease (25 points). Section B covers a Five-Year Grazing and Land Stewardship Plan (100 points maximum), assessing plans for pasture management, herd management, invasive species management, fencing and infrastructure management, and stewardship practice timelines (20 points each). Scoring ranges from Excellent (17–20 or 21–25 points depending on section) to Unacceptable (0–4 or 0–5 points), with evaluators required to assess whether bidders merely meet or exceed specified requirements. Stocking rates will be reviewed and adjusted annually prior to payment.

EVALUATOR SCORE SHEET
INSTRUCTIONS
Evaluators must score each Bidder being evaluated on a separate score sheet.
Criteria have been developed to score the submissions and are presented on this Evaluator Score Sheet. Except where otherwise indicated on the score sheet, a score should be assigned to each criterion as follows:
Assessment Maximum Points 20 25
Excellent 17-20 21-25 Good 13-16 16-20 Adequate 9-12 11-15 Poor 5-8 6-10 Unacceptable 0-4 0-5
Scoring should reflect the evaluator’s independent evaluation of the Bidder’s Submission based on each criterion and should take into account the Bidder’s ability to meet each function, characteristic, performance level, or specification described in the solicitation.
A Bidder who exceeds the function, characteristic, performance level, or specification described in the solicitation should receive a higher score than a Respondent who merely meets the function, characteristic, performance level, or specification.
Once the evaluator has completed a score sheet for each Submission, the evaluator should submit the completed score sheets to the Florida Forest Service State Lands Contract Facilitator.
