About this file
This is an Expression of Interest (EOI) from UT-Battelle, LLC, manager of Oak Ridge National Laboratory (ORNL), seeking qualified firms for fabricating precision machined component articles. The EOI aims to establish a Basic Ordering Agreement (BOA) with a three-year base period and two one-year option periods for research-driven manufacturing needs. Potential suppliers must demonstrate capabilities in machining complex, tight-tolerance components from materials like stainless steel, aluminum, nickel alloys, and copper, with experience in research, prototype, or low-volume production environments.
Respondents are required to submit a five-page electronic response by 12:00 PM EST on January 26, 2026, to Terri Cleveland at clevelandtd@ornl.gov. The submission should include company contact information, fabrication shop locations, proposal development timeline, quality certifications, and supply chain considerations. ORNL seeks suppliers with strong quality management systems (ISO 9001, AS9100, NQA-1), proactive communication, ability to manage design changes, and compliance with DOE and ORNL safety and security requirements. The EOI emphasizes the need for flexibility, precision, and responsiveness to evolving technical specifications.

ESED Fabricated Component Articles EOI
Enrichment Science and Engineering Division (ESED) Fabricated Component Articles
Expression of Interest Overview
UT-Battelle, LLC, manager and operator of the Oak Ridge National Laboratory (ORNL) is seeking Expressions of Interest (EOI) from qualified firms for the fabrication, inspection, and delivery of precision machined component articles in accordance with ORNL engineering drawings, specifications, and quality requirements under a Basic Ordering Agreement (BOA). The BOA will establish a three-year base period with two additional one-year option periods to support ongoing and future research-driven manufacturing needs. This effort will include multiple part families with varying design maturity levels, requiring vendors to demonstrate flexibility and strong configuration control. As a national research organization, ORNL frequently refines component designs as development progresses. Accordingly, part revisions, quantities, and documentation needs will fluctuate, and selected firms must manage these changes effectively while maintaining adherence to technical, quality, and schedule expectations.
UT-Battelle, LLC intends to identify suppliers with a proven record of precision fabrication, proactive communication, and responsiveness to technical change. Respondents should demonstrate both capability and commitment to operate as reliable long-term partners supporting the Laboratory’s mission of delivering innovation through disciplined manufacturing excellence. UT-Battelle, LLC encourages responses from both established partners and qualified new entrants who demonstrate a commitment to precision, safety, and quality in fabrication.
Disclaimer: This EOI neither constitutes a solicitation, Request for Proposal (RFP), Invitation for Bid, or promise to issue an RFP in the future, nor does it restrict UT-Battelle, LLC to an ultimate acquisition approach. This EOI is issued solely for information and planning purposes and should not be construed as a commitment of any kind. EOI submission is not required to be considered for inclusion on the invitation to bid at a later date.
SCOPE – This effort will involve the fabrication of precision machined components that vary in design complexity, maturity, and material composition. As part designs evolve through the research and development process, revisions, quantities, and documentation requirements may change. Suppliers should be prepared to adapt to these fluctuations through effective configuration control, clear communication, and disciplined quality management. Respondents shall demonstrate proven capability in machining and fabricating complex, tight-tolerance components from materials such as stainless steel, aluminum, nickel alloys, and copper. Prior experience supporting research, prototype, or low-volume production environments is preferred, as this work demands flexibility and attention to detail throughout each phase of production.
Strong quality and inspection systems are essential. Suppliers should maintain programs consistent with standards such as ISO 9001, AS9100, or NQA-1 and be capable of developing a contract-specific Quality Plan when requested. If your organization maintains a standing Quality Plan, Quality Manual, or QC Program, please include a copy or summary with your response. A brief overview is acceptable if the full plan is not readily available. The plan should describe how the supplier ensures compliance with drawing
ESED Fabricated Component Articles EOI and specification requirements, manages inspection records, controls nonconformances, material and process control with traceability, and verifies subcontractor performance. Vendors are expected to have experience preparing documentation packages including inspection reports, certificates of conformance, M&TE calibration certificates, and material certifications. Demonstrated capability and competency with special processes such as NDE leak testing, welding, heat treating, plating, anodizing, or coating performed to AWS (American Welding Society), ASME, or ASTM standards is also desirable.
Suppliers should also highlight their ability to manage schedule and workload effectively. ORNL values partners who communicate proactively, identify risks early, and maintain quality and documentation integrity as designs evolve. All work performed under future task orders will be governed by DOE and ORNL safety, security, and information-protection requirements, and vendors are expected to comply fully with applicable regulations and site standards.
SUBMITTAL REQUIREMENTS – The EOI submittal should consist of a concise narrative overview, up to five (5) pages in length. Responses should summarize the organization’s capabilities and experience relevant to this scope. Supporting documents such as certifications, brief project examples, or a copy of an existing Quality Plan, Quality Manual, or QC Program may be attached as needed. Each respondent shall address the following:
Company and Contact Information: Provide the legal name of your company, mailing address, key point of contact, email, and phone number for communications related to this EOI and subsequent bidding activities.
Main and Branch Fabrication Shop Locations: Describe the physical location(s) of your primary and secondary fabrication facilities. Include information on size, available equipment, and key capabilities that demonstrate your ability to support this scope of work. Emphasis should be placed on local or regional presence and accessibility to Oak Ridge, Tennessee.
Proposal Development Duration: Estimate the number of weeks your company would require to prepare and submit a complete proposal following receipt of a formal Request for Proposal (RFP).
Certifications, Accreditations, and Quality Planning: List current certifications or accreditations that lend credibility to your fabrication performance and quality assurance programs. This may include ISO 9001, AS9100, NQA-1, AWS, or other relevant credentials. If your organization has a standing Quality Plan that governs fabrication and inspection practices, include a copy or summary with your EOI response. The plan should outline your approach to maintaining traceability, managing inspections, and ensuring compliance with applicable requirements.
Supply Chain and Material Availability: Include any known or potential supply chain challenges that could impact material availability or delivery schedules, along with the strategies your organization uses to mitigate these risks.
Responses Due: All responses will be electronic format and emailed to Terri Cleveland (clevelandtd@ornl.gov). All responses must be received no later than 12:00 PM EST on January 26, 2026.
Additional questions should be submitted with response.
