DEPARTMENT OF HOMELAND SECURITY

OFFICE OF INTELLIGENCE AND ANALYSIS

SCHEDULED FLIGHT DATA

STATEMENT OF WORK

1.0 Background:

The Department of Homeland Security, Office of Intelligence & Analysis, Counterterrorism Mission Center (CTMC) uses valid and complete airline flight schedules to identify trends and patterns related to aviation security. To that end, CTMC requires data access and commercial off-the-shelf (COTS) software tools (one user) to view worldwide historical, current, and future air travel schedules with the functionality to customize and retain queries related to the analysis of these data to support the DHS counterterrorism and aviation security mission. This data should be comprised of routing and capacity data of commercial air carriers. Analysts can discover what airlines service particular locations, routing of aircraft flying into and out international and regional airports, and passenger capacity based on the model of aircraft. This data can help CTMC determine potential or likely routing for persons of interest traveling by air, which is particularly valuable in analyzing the deployment of terrorist operatives for external operations. The data can also help inform tailored DHS engagement with industry or foreign partners if select airlines servicing routes more susceptible to terrorist exploitation.

2.0 Objective

Intelligence and Analysis’s (I&A) objective is to access scheduled flight data so that I&A analysts can track trends and changes in commercial airline schedules, routes, frequencies and capacity for the current month beginning May 2020, one year in the future, and ten years in the past.

3.0 Scope of Work

The contractor shall provide access to comprehensive worldwide flight data, refreshed at least weekly, and the analytic tools to process the data and draw conclusions relevant to I&A’s mission. Data and tools must be user friendly and designed to allow users to manipulate, analyze, and easily draw conclusions from the data.

4.0 Period of Performance

The period of performance is a one-year base period of performance followed by four (4) one-year option periods, as follows:

Base Year: 10 May 2020 – 9 May 2021 Option 1: 10 May 2021 – 9 May 2022 Option 2: 10 May 2022 – 9 May 2023 Option 3: 10 May 2023 – 9 May 2024 Option 4: 10 May 2024 – 9 May 2025

5.0 Specific Tasks

The contractor will provide comprehensive worldwide flight data access that is all inclusive of the following:
