About this file
This document is a Limited Sources and Brand Name Justification for a one-time purchase of Komprise data management software and services for the Naval Undersea Warfare Center (NUWC) Division Keyport. The procurement is being solicited through the General Services Administration (GSA) and is set aside for small businesses under NAICS Code 541519. The specific requirements include three line items: 3 units of Analysis Only and Assessment for up to 1PB (KMP-ANQS-1PB-1), 1 unit of Basic Remote Services with setup, training, and knowledge transfer (KDC-RESVC-1), and 4 units of Product Training (KDC-RESVC-KT).
The justification emphasizes that Komprise is the only manufacturer that can meet NUWC's specific needs, with unique capabilities for data management and analytics. The software natively integrates with existing storage solutions like NetApp and Rubrik, and is already used in other Warfare Center Divisions. The procurement will be made using a lowest price technically acceptable (LPTA) evaluation criteria, with delivery expected within 30 calendar days after receipt of order. Vendors must submit a quote for all line items, include a Letter of Authorization from Komprise, and submit their response by July 28 at 3:00 PM EST to the GSA contract specialist.

REQUISITION NUMBER: N0025351756256

CONTRACTING OFFICE: General Services Administration (GSA), Federal Acquisition Service (FAS), Supply Chain Management (SCM) Contracting Division, SCM Office Supply and Management Branch, New York, NY
1. NATURE/DESCRIPTION OF ACTION: This justification is in response to a request received from NUWC, for the one-time purchase of Komprise requirements. This Limited Source Justification is being solicited, to Small Business contractors via SAM.gov. Therefore, FAR 6.302.1(c) is being invoked to limit sources to only MFR: Komprise.

2. DESCRIPTION OF SUPPLIES AND SERVICES: In accordance with the overall GSA objective of supporting other USG agencies, the government has a need to procure Komprise in order to meet ongoing NUWC mission requirements, as outlined in this document.
Komprise Analytics, part of the Komprise Intelligent Data Management suite, uses an analytics-driven approach to provide insights into data usage and growth. This enables NUWC Keyport to optimize storage costs and facilitate data mobility by transparently moving infrequently accessed ("cold") data to more cost-effective storage tiers, such as the cloud, without disrupting user access. The modular design of the suite allows NUWC Keyport to incrementally expand its data management capabilities as it migrates from on-premise to cloud-based data solutions.
3. AUTHORITY AND SUPPORTING RATIONALE: For this acquisition, the contracting activity is restricting the consideration to only those that can provide the above aforementioned part number IAW FAR 6.302-1(c).
NUWC ‘s market research indicated that Komprise is the only manufacturer that at this time can meet the specific needs. Komprise software is used at other Warfare Center Division providing added value through peer support, configuration, and common processes. Komprise also natively integrates with existing Keyport Storage solutions including NetApp and Rubrik backup appliances. The award of any product other than the above-mentioned brand name product would not be in the best interest of the Government at this time and not commensurate with the President’s goal of cost reduction and increased work efficiency. Therefore, for this acquisition, the SCM Office Supply and Management Branch is restricting the consideration of contractors to include the only sources that can provide Komprise.
4. DETERMINATION BY THE ORDERING ACTIVITY CONTRACTING OFFICER
THAT THE ORDER REPRESENTS THE BEST VALUE: IAW FAR 6.303-2(b)(7), The overall goal of GSA FAS is to provide the Government with a fast and efficient way for federal agencies to requisition commodities at reasonable prices with prompt, cost effective delivery and customer services. A best value determination will be documented. Prior to placing the order, the Contracting Officer will seek price reductions.
5. MARKET RESEARCH: IAW FAR 6.303-2(b), market research has been conducted to justify this Request for Quote (RFQ) as a Brand Name only. The aforementioned product carries unique capabilities that meet the Government’s requirement as designed and cannot be met with any other system or through modifications to an existing system.
6. PCO DETERMINATION: IAW FAR 6.303-2(b)(12), I certify that the justification is accurate and complete to the best of my knowledge and belief. Based on the above, I hereby determine that it is in the best interest of the Government and most appropriate for this acquisition to procure the Komprise brand only.
