About this file
This is a Blanket Agreement Application from the Wisconsin Department of Workforce Development (DWD) for the Youth Apprenticeship (YA) Consortium Bridging Outcomes initiative, funded through a U.S. Department of Labor SAE 2020 Grant. The program is exclusively available to Wisconsin YA consortia registered with DWD's Division of Employment and Training, Bureau of Apprenticeship Standards. The initiative provides grant-funded payments to consortia that successfully bridge their YA completers into Registered Apprentice (RA) contracts. Approved consortia may submit Requests for Payment (Attachment B) accompanied by Attestation forms (Attachment C) to receive reimbursement for qualifying apprentices. Each Request for Payment may include up to five apprentices, and applications are accepted on a first-come, first-served basis. The blanket agreement becomes effective upon DWD countersignature and remains valid through June 15, 2023, or until available funds are exhausted, whichever occurs sooner.
DWD will reimburse approved consortia up to $1,000 per qualifying apprentice who has transitioned from YA into an active RA contract. The total federal grant funding available for this initiative is $200,000, with the program expiring on June 30, 2023. Payment is contingent upon DWD approval of each Request for Payment and the continued availability of funds; payment is not guaranteed under the blanket agreement. DWD reserves the right to cancel the agreement in whole or in part without penalty due to non-appropriation of funds or the consortium's failure to comply with the terms and conditions of the Request for Applications (RFA ILA0030A). The agreement is governed by Wisconsin state law and funded entirely by the Department of Labor SAE 2020 Grant (AP-35130-20-60-A-55), which totals $9 million across the full project budget.
