Pricing is submitted on a firm fixed unit price basis with an average cost per site calculation. The Commonwealth of Kentucky is tax-exempt, and vendors should not include Federal Excise Tax or Kentucky Sales and Use Tax in proposed costs. 1.2 Issuing Office

The Kentucky Department of Fish and Wildlife Resources is issuing this RFP. The KDFWR is the only office authorized to change, modify, amend, alter, or clarify the specifications, terms and conditions of this RFP.

A contract, based on this RFP, may or may not be awarded. Any contract award from this RFP is invalid until properly approved and executed by the KDFWR.

1.3 Agencies to Be Served

This contract shall be for use by the KENTUCKY DEPARTMENT OF FISH AND WILDLIFE RESOURCES.

SECTION 2 - INTRODUCTION

2.1 Purpose

The purpose of this Request for Proposal (RFP) is to solicit proposals for competitive negotiations pursuant to 200 KAR 5:307 all applicable statutes and regulations.

The Kentucky Department of Fish and Wildlife Resources is responsible for the annual surveying of caves harboring federally endangered and threatened bat species. These surveys are critical to the recovery of these animals. KDFWR is obligated through its Section 6 agreement with the U.S. Fish and Wildlife Service to complete these annual surveys and submit data in a timely fashion. It is crucial to obtain additional help to effectively complete the following tasks: 1) Conduct routine hibernacula surveys and WNS monitoring to assess health of Kentucky’s bat populations; 2) Monitor previously found infected caves; 3) Implement Kentucky’s WNS response plan if/when the disease is detected within new sites in Kentucky, 4) Ensure that cross-contamination of sites does not occur during hibernacula WNS monitoring. Given the new U.S. Fish and Wildlife Service directives on decontaminating cave gear, hibernacula WNS monitoring will be much more time consuming than in past years. Additionally, KDFWR currently doesn’t employ any personnel with the required technical caving certifications (specifically vertical descent/ascent via rope). Considering these new challenges, highly experienced professionals are necessary to successfully complete federal and state plans of action

2.2 Background

White-nose syndrome (WNS), named for the white fungus that appears on the muzzle and other parts of hibernating bats, is a disease associated with extensive mortality of bats in North America. WNS was identified in Kentucky in 2011.

Kentucky Department of Fish and Wildlife Resources (KDFWR) personnel, along with numerous other Federal and State agencies and contractors have been engaged in collecting population data on the Kentucky’s cave dwelling bat species for several decades. These caves boast more than 365,000 hibernating bats of 11 species, three of those being the federally endangered Indiana bat (Myotis sodalis), gray bat (Myotis grisescens), Virginia big-eared bat (Corynorhinus townsendii virginianus) and the federally threatened northern long-eared bat (Myotis septentrionalis).

SECTION 3 – SCOPE OF WORK

3.1 Scope of Work/Technical Requirements

The Kentucky Department of Fish and Wildlife (KDFWR) is soliciting proposals for Bat Hibernacula Monitoring and Assessment of Population Impacts from White Nose Syndrome for January 1, 2024 – April 30, 2024.

Services include:

· Selected individuals will conduct bat hibernacula surveys in up to 10 caves, designated by KDFWR, throughout the state.

· Selected individuals will conduct winter hibernacula surveys following the USFWS Indiana Bat Hibernacula Survey Guidelines (USFWS.2007 Indiana Bat Draft Recovery Plan: First Revision. USFWS, Fort Snelling MN. 258 pp.) for all bat species.

· Indiana Bat Hibernacula surveys will be prioritized to be completed between January 15, 2024 and February 15, 2024. Any remaining hibernacula counts must be completed before February 28, 2024.

· Collaboration with KDFWR and USFWS towards implementing day-to-day surveillance and coordination of all activities associated with hibernacula counts.

· Selected individuals will be responsible for Tier 1 assessments following the most current version of the Kentucky White Nose Syndrome Response Plan.

· Selected individuals will be responsible for species identification of all bats and photographic documentation of clusters of more than 100 bats.

· Selected individuals will be responsible for documenting (i.e. photographs and field notes) signs of WNS which may include, but are not limited to, the following: unusual clustering locations, white fungus around nose and/or on wing and tail membranes, mortality.

· If signs of WNS are found on a species of bat that has not previously been known to be infected, then selected individuals will be required to euthanize (if possible) the suspected bat or provide clear photo documentation of the suspected bat. Euthanasia of any bat should follow USFWS bat euthanasia guidelines.

· Selected individuals will be responsible for following USFWS WNS decontamination protocols.

· Selected individuals will provide KDFWR with a tentative survey schedule by January 9, 2024 in order to provide KDFWR employees and volunteers the opportunity to assist with data collection.

· Selected individuals are responsible for gaining landowner permission, when needed, to access or enter caves on or adjacent to private lands.

· Selected individuals will coordinate with KDFWR and USFWS, Kentucky Field Office, on a regular basis (daily) in order to provide KDFWR employees and volunteers the opportunity to assist with data collection.

· Selected individuals will provide a report and data in a format specified by KDFWR by April 15, 2024.

· Sites must be documented by legible field notes, photographs of cave openings, and GPS locations.

· Selected individuals will record individual band numbers of encountered bats with forearm bands, when practical.

PRICE ADJUSTMENTS: Unless otherwise specified, the prices established by the contract resulting from this solicitation shall remain firm for the contract period subject to the following:

A. Price Increases: A price increase shall not occur during the first twelve (12) months of the contract. A vendor may request a price increase after twelve (12) months of the contract, which may be granted or denied by the KDFWR. Any such price increase shall be based on industry wide price changes. The contract holder must request in writing a price increase at least thirty (30) days prior to the effective date and shall provide firm proof that the price increase(s) is justified. The KDFWR may request additional information or justification. If the price increase is denied, the contract holder may withdraw from the contract without prejudice upon written notice and approval by the KDFWR. B. Price Decreases: The contract price shall be reduced to reflect any industry wide price decreases. The contract holder is required to furnish the KDFWR with notice of any price decreases as soon as such decreases are available.

C. Extended Contract Periods: If the contract provides for an optional renewal period, a price adjustment may be granted at the time the contract is renewed, subject to price increase justification as required in Paragraph A “Price Increases” as stated above.

After the award of contract, all programmatic communications with regard to day-to-day performance under the contract are to be made to the agency technical contact(s) identified during the negotiation phase of this procurement. Any issues that arise as a result of this relationship shall be resolved by the prime contractor. All references to the contractor shall be construed to encompass both the contractor and any subcontractors of the contractor.
