Special conditions include confined space operations with continuous atmospheric monitoring, prohibition of employees crawling beyond floor opening vertical planes (limited to "arms reach"), treatment of laboratory waste piping as sanitary waste with enhanced personal protective equipment (Tyvek suit with shoe covers, face shield, waterproof gloves), stop-work requirements for suspected asbestos or hazardous materials, and coordination with building occupants. Payment is monthly with invoices submitted to the COR for approval prior to government submission, along with certified payroll documentation; final payment may occur in the same month as a previous payment if all closure documents are completed. HSPD-12 compliance and badging requirements apply, including Green Badge applications for all personnel, Real ID or valid passport requirements, and at least one approved escort credential. 1. BACKGROUND

The National Institute of Standards and Technology (NIST) is a government scientific research facility located in Gaithersburg, MD. The facility buildings largely date to the early 1960’s.

A previous CIPP project found cracked and split cast iron laboratory waste piping in the under-floor utility trench in buildings 223 and 226. Subsequently, NIST Shops have reported leaking piping in building 224. Generally, due to the video surveillance in both previous project buildings, it is accepted that this 60-year-old piping shares the same general condition of having long linear cracks and complete axial splitting.

The under-floor trench space is considered to be a confined space.

NIST is seeking to utilize Cure in Place Pipe (CIPP) to conduct the repair to the 224 laboratory waste piping. All ground floor laboratory waste piping will be restored utilizing CIPP lining. Total lining for this building is 680 feet (+/-).

2. PURPOSE

This contract will install CIPP lining in building 224 laboratory waste piping.

3. PLACE OF PERFORMANCE

Work is located at the Building 224, NIST, Gaithersburg, Maryland.

4. REGULAR BUSINESS HOURS

Regular business hours are Monday through Friday, 6 AM to 6 PM Eastern Time, excluding Federal holidays and NIST closures.

5. PERIOD OF PERFORMANCE

The period of performance for this project is 365 days from signing Notice to Proceed.

Any extension of period of performance shall be made via Email to COR and CO and be at no additional cost to government.

6. SPECIFIC REQUIREMENTS / TASKS

TASK 1: General

1. Contractor will:

i. Be solely responsible for required safety equipment.

ii. Supply all labor, material, equipment, and other project material.

iii. Independently verify all conditions.

2. Contractor will conduct CCTV pipe inspections, pipe cleaning, and CIPP lining in building 224.

TASK 2: Project Planning

The contractor will:

Within 10 working days of notice to proceed, the contractor will:

i. Provide staff to access Building 224 floor hatch locations for pipe accessibility inspection.

ii. Utilizing the provided government drawing, provide an updated drawing to COR with locations of additional floor openings required to conduct lining operations.

a. Original floor plan drawing of building 224 will be supplied by the COR.

b. Updated drawings will be returned as a PDF.

iii. Provide a “shot” drawing listing each separate section of lining to be installed.

a. Shot drawing will utilize the NIST provided floorplan as the core drawing templet.

b. Each “shot” will be identified using laboratory door numbers

(to and from) and included an estimated date or duration for lining.

iv. Access the north and south center ground floor doors for planned use during cleaning and installation phases.

a. Evaluate area for air compressors, generators, and other equipment.

b. Equipment exhaust and fueling must be 25 feet away from building.

c. Hoses entering building must be covered and hazard signs erected for floor obstructions.

v. Evaluate the center crosswalk hallway as the core equipment storage area during lining work.

TASK 3: Installation

1. Generally, contractor will:

i. Complete all preparation and installation work in building within a continuous 30-day window.

ii. Furnish all building closure signage, barriers, and workspace floor plates, barriers, and OSHA required notices.

iii. Furnish and install set diameter and lengths of inverted CIPP liner using industry standard non-VOC epoxy resin.

iv. Provide a “Shot Data Base” providing size, length, and number of connections of each pipe section to be lined.

2. Pipe Cleaning and Pipe Prep

Contractor will:

i. Open all service closet clean-out caps.

a. Damaged or broken cleanout caps will be replaced with PVC threaded caps.

ii. Clean all service connections / cleanout piping.

iii. Provide all equipment, labor, and materials to perform all work.

iv. Pre, working, and post CCTV pipe inspection will be conducted.

a. Video produced during the project will be supplied to the government at the end of the project.

i. Video will be labeled by building number, stage of project and by shot location.

v. Work area will be protected prior to starting work.

vi. Work area will be restored to pre-work conditions by contractor.

vii. All removed equipment, trash, packing, and debris will be removed by contractor to a properly authorized disposal facilities off site daily unless authorized by COR.

3. Contractor will provide project management. Generally:

i. Close coordination between sub-contractors and COR for equipment siting and work by others (Federal employee’s) if required.

ii. Expedited evaluation to locate locations for additional access hatches.

a. Access hatch installation by others

iii. Onsite project manager to issue daily project management updates in addition to weekly required reports.

TASK 4: Special Conditions

1. Contractor will provide COR information and requirements to aid in project coordination with building occupants.

2. Due the need to stop water from discharging through lab waste piping, the government needs to divert condensate from the air handling units in the attic..

i. Government will supply all labor, material, pumps and hoses.

3. Mid-building door(s) being open results in the loss of building temperature control.

i. Due to sensitive systems and equipment within each building, the following applies:

ii. Outside temperatures will impact building services.

iii. Work will not start unless it can be completed by October 30th.

iv. Work will not commence in the spring until April 15th or until the average daily temperature exceeds 65 degrees F.

4. When working within open hatches contractor will have highly visible safety markings and barriers in the area. Cones, barriers, and caution tape, and other approved measures to mark these locations will be utilized.

5. Asbestos or asbestos containing material may be found in these work areas. If any suspected asbestos is encountered impacting the work area, contractor is to stop work immediately and contact COR. NIST will expedite the asbestos removal to the best of its ability.

6. Trenches are CONFINED SPACES.

i. Generally, contractor will not allow work beyond the vertical planes of the floor opening.

ii. Contractors will prohibit employees from crawling into the trenches away from the floor openings.

a. Work outside the plane of the floor opening will be limited to

“arms reach”.

iii. Contractor will employ atmospheric continuous monitoring of interior trench work areas at each open hatch location.

a.

7. Laboratory waste piping is original construction; 60+ years old. Contractor will take additional precautions when breaching piping and cleaning operations.

i. Stop work if any suspected hazardous material is encountered and notify COR immediately.

8. Contractor will consider internal laboratory waste piping to be the same as sanitary waste piping. The contractor will wear additional PPE when cutting, breaching, or working on open existing laboratory piping.

i. Contractor will provide a specific hazardous material handling plan within the safety plan submission.

ii. Contractor will wear PPE when working on open laboratory waste piping as if it were a sanitary waste pipe.

iii. PPE required in addition to standard requirement for pipe work is:

a. Tyvek suit with shoe covers

b. Face shield

c. Waterproof protective gloves

iv. Contractor will have dedicated waste receptacles available for used PPE disposal.

v. Additional PPE will be worn until the pipe interior is cleaned and cleaning waste is removed.

9. The government understands that all water discharge through the lab waste piping must cease during cleaning and lining operations.

7. SAFETY

NIST is committed to maintaining a work environment that safeguards the public and the environment, as well as personnel and property.

i. Within 5 days of contract award, the contractor shall provide COR with an OSHA compliant safety plan for contract activity.

ii. The Safety Plan shall specify how the company’s policies and practices will comply with each of the applicable standards, laws, and codes.

2. The contracting officer will approve or provide written comments regarding the plan to the contractor within seven (10) days of receipt.

i. Contractor will submit a revised safety plan within seven (7) days with required information for the contracting officer to review.

ii. This cycle may be repeated, if necessary, until the contracting officer determines the safety plan to be acceptable.

TASK 1: SAFETY RELATED EQUIPMENT

The Contractor shall:

a. Provide all safety-related equipment required to perform the work under this award, including personal protective equipment (PPE) and other equipment that is required or appropriate to protect contractor personnel and other personnel on the NIST campus.

b. Contractor-provided personal protective equipment shall include, at a minimum, hard hats, safety shoes, safety glasses (prescription or standard), respiratory protection (powered air purifying respirator or full-face mask respirator), high visibility clothing and gloves that meet applicable OSHA standards for PPE.

TASK 2: SAFETY RELATED TRAINING

The Contractor shall:

a. Provide safety-related training required by applicable OSHA, state and local regulations or standards to affected contractor personnel (including subcontractor personnel) that perform work under this award.

i. Such training may include, for example, training for proper use of PPE, respirator use, fall protection, crane operation, forklift operation; electrical safety, or other safety-related topics.

b. Maintain records of safety training provided to contractor personnel (including subcontractor personnel) that perform work on this award.

c. The contractor shall make those records available to the contracting officer, contracting officer’s representative for the award, or other authorized personnel within 3 business days of receipt of their written request, and annually thereafter or upon request.

8. Homeland Security Presidential Directive (HSPD)-12

1. The Contractor (and/or any subcontractor) and its employees who require physical access to NIST facilities or logical access to NIST IT networks or systems must comply with Homeland Security Presidential Directive (HSPD)-12, Policy for a Common Identification Standard for Federal Employees and Contractors; OMB M-05-24; OMB M-19-17; FIPS 201, Personal Identity Verification (PIV) of Federal Employees and Contractors; NIST HSPD-12 policy; and Executive Order 13467, Part 1 §1.2.

2. Position Sensitivity Designations Requirement

a. The following position sensitivity designation levels apply to this solicitation/contact:

9. GENERAL REQUIREMENTS

1. A notice to proceed / kick-off meeting cannot be held until the safety plan is approved.

2. Within 10 days of Notice to Proceed provide submittals for contract materials.

3. Within 7 days of notice to proceed, provide a schedule for contracted work.

4. Contractor shall provide COR a weekly update (**) on all project activity via email with the following information due on the Tuesday after the week being reported on:

a. Adherence to projected schedule (on time or other)

b. Daily employee list and hours

c. Major work activity

d. Task completion percentages

e. Problems encountered

f. Changes to scope or methodology

g. Change orders (Pending, presented, and completion on project (%)

h. Other items that affect timely completion of contracted work or project conditions.

i. Due Thursday by 2Pm during the term of contract.

(**) During periods of inactivity the contractor shall submit an abbreviated report.

5. The Contractor(s) shall be on the NIST grounds only between the hours of 6:00 a.m.

and 5:30 p.m. (normal work hours) on normal Federal work-days.

a. Should the Contractor(s) desire to work at times other than those specified above, the dates and hours must be scheduled in advance and approved by the NIST Security Office through the Contracting Officer.

b. After hours work will require a government approved escort 100% of the time.

6. Contractor personnel are required to wear identification badges at all times on the NIST grounds.

7. The Gate “F” at the National Institute of Standards and Technology site shall be used for material supply and personnel by the Contractor and subcontractors unless otherwise directed by the COR or during out of hours access.

NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY GAITHERSBURG,

10. BADGING

1. The Contractor(s) shall be on the NIST grounds only between the hours of 6:30 a.m. and 6:00 p.m. (normal work hours) on normal Federal workdays.

a. Green Badge applications for responding staff and supervisors will be submitted for afterhours access due to the nature of this contract for all response personnel.

ii. After hours work will require a government escort 100% of the time.

iii. Non- U.S. citizens to be employed under this contract must have official legal status in the U.S.

2. The federal government requires Real ID or a valid passport for identification purposes.

a. Real ID requirements apply for badge applicants and anyone requiring entry onto the NIST Campus. This includes delivery personal or other administrative staff or support personnel.

3. Contractor personnel are required to wear identification badges at all times on the NIST grounds.

4. The gate “F” at the National Institute of Standards and Technology site shall be used for material supply and personnel by the Contractor and subcontractors unless otherwise directed by the COR or during out of hours access.

a. Afterhours access (after 4:30PM during the work week) will be via the main gate.

b. Any vehicle with a company logo, cargo bins, or with equipment / trailers must be inspected at Gate F during duty hours, and or by security staff at the front gate during out of hours entry.

5. The contractor agrees that they are the primary authority in getting their personnel and sub-contractor’s badges for site access.

i. The contractor will within 15 days of Notice to Proceed provide to the COR a complete list of personnel and sub-contractor personnel requiring badging.

a. Contractor will provide legal names as shown on official identification (driver’s license, state ID)

b. Contractor will identify any non-resident aliens to begin the additional verification requirements for access.

c. Contractor will provide all contractor and sub-contractor personnel position descriptions for all names submitted.

d. Contractor is advised to include delivery drivers and other supervisory staff for contractor and any sub-contractors.

6. Contractor will be responsible for ensuring all personnel being submitted for badging have a daily monitored, and active email address for everyone.

7. Contractor will be provided an electronic “- OFPM NIST Associate Badge Application and OF-306 Form” that each submitted employee is required to fill out.

Other forms will be required to be submitted as determined by the NIST Badging Office.

a. Contractor will return all completed forms to the COR within 10 workdays.

b. Contractor is responsible for ensuring all fields are complete and information is correct.

c. Forms can only be returned electronically by password protecting the forms individually.

i. Contractor and COR will coordinate on password to be used.

ii. Password changes will be communicated immediately.

8. Contractor is advised the fingerprinting process has recently changed at NIST.

i.

ii. Effective January 1, 2023, all fingerprinting actions, to include those fingerprints captured for hiring actions (EQIP) and those captured for Badging, will be completed using the US Access credentialing system located in the Badge office at NIST Gaithersburg or other US Access Share Service locations. To facilitate this, all Federal Employees, Associates, and Contractors who require a PIV, PIV-I or Facility Access Credential will need to be enrolled in the US Access system by requesting an appointment for an enrollment within the US Access scheduler.

9. Contractor is required to have at least one person credentialed to be an approved escort.

i. Requires a 1 hour online course once Green Badged

ii. Requires a visit to the Badge Office for escort badge issue.

iii. More than one person can take this training at contractor’s prerogative.

10. Paper Visitors Passes are limited to a 14-visit limit and should not be used unless no other option is available.

i. 14 pass limit includes authorizations to visit submitted but not utilized.

ii. 14 pass limit is not for the calendar year, but a year from first issuance.

11. Out of hours work:

a. Contractor shall utilize NIST Outage Paper Badging

i. Contractor shall provide name, citizenship status, and other required information to COR to be added to the access list within 14 days of planned installation onsite.

1. Urgent / expedited work will be expedited to the extent possible.

ii. Non-resident aliens require additional paperwork for access. Allow at least 10 days for processing.

11. ISSUANCE OF BUILDING KEYS

Does not apply to this contract.

12. GOVERNMENT FURNISHED MATERIAL

1. The Government is not providing any property, material, or equipment for this project.

2. The government is installing any additional required floor hatches.

13. INSPECTION & ACCEPTANCE

1. The contractor shall complete all work tasks in a workmanship manner, complete and leave a fully functional system.

14. PAYMENT SCHEDULE

1. Contractor will invoice only once per month.

a. Contractor will submit a “paper copy” of the invoice for review and approval by

COR prior to submitting to the government for payment.

b. Certified payroll will be submitted to COR prior to submitting invoice to the government for payment.

c. Final payment, is allowed in the same month a previous payment has been made, providing all closure documents (release of claims, completed punch lists, final certified payroll, and other required documentation) has been submitted and approved.
