MALTS-D Block 1

Overview

MALTS-D Program Purpose: Modular and deployable command and control (C2) system for Warrior Preparation Center Detachment 3 (WPC

DET 3) mobile Electrotonic Warfare Threat To Air Operations (EW

TTAO) threat systems. Key program tenets are scalable effects, easily transportable, and ground vehicle agnostic.

MALTS-D

Program Purpose & Block Plan

MALTS-D BLOCK PLAN

BLOCK BLOCK DESCRIPTION

Deployable radio relay site that will participate in and forward deployed location air picture (tactical datalinks and beacons) and voice communications to geographically separated C2 site (i.e. PCC or

MALTS-V) and deployed threat systems utilizing offsite cross domain solution (CDS).

Sensor site that will organically build and forward deployed location air picture to geographically separated C2 site (i.e. PCC or MALTS-V) and deployed threat systems utilizing offsite cross domain solution (CDS). Sensor suite will also be used to simulate realistic integrated air defense system

(IADS) target detection, target acquisition, and threat cueing capabilities.

Self contained cross domain solution (CDS), data diode, data gateway, and data router that can share forward deployed location air picture, voice communications, and deployed threat system targeting data with geographically separated C2 site(s) operating at difference classification levels.

4 Deployable operations center that will facilitate C2 of geographically dispersed threat systems .

System Justification: Warrior Preparation Center Detachment 3 (WPC DET 3) mobile Electrotonic Warfare Threat To Air Operations (EW TTAO) mission supports up to forty-five exercises per fiscal year to multiple nations (US, NATO, and PfP) across Europe. The Mobile EW TTAO mission ability to effectively support exercises is limited by having only one Multinational Aviation Live

Synthetic Blended Training System (MALTS) Vehicle (MALTS-V) to command and control (C2) multiple mobile threat systems and enable mobile Live Synthetic

Blended (LSB) operations . Additionally, the MALTS-V is expensive to transport, requires a special drivers license, and cannot reach austere locations. To meet the demands of the United States European Command (USEUCOM) Theater

Campaign Plan (TCP), United States Air Forces Europe (USAFE) Air Campaign

Support Plan (ACSP), and the USAFE Range Strategy (RS), WPC DET 3 must be able to simultaneously support multiple USAFE training environments with adequate EW TTAO C2. To meet this requirement, a deployable, scalable, easily transportable, and ground vehicle agnostic MALTS capability is required.

MALTS-D

System Justification

MALTS-D Block 1 Concept of Operations :

◼ Pre-Deployment: Exercise requirements identify which MALTS-D modules are required.

◼ Deployment: Required MALTS-D modules are put into transport configuration and shipped from Bann-B, Germany to exercise location. 2-4 x WPC DET 3 personnel receive MALTS-D modules and install them on either rental vehicle or exercise provided vehicle that meets mission requirements.

◼ Execution: 2-4 x WPC DET 3 personnel perform daily powering on, configuration, and monitoring of MALTS-D forwarding of deployed location air picture and voice communications to geographically separated C2 site (i.e.

PCC or MALTS-V) and deployed threat systems. At end of day, WPC DET 3 personnel zeroize and declassify MALTS-D modules. Between missions, unattended MALTS-D modules will be kept in a secure compound.

◼ Re-Deployment: 2-4 x WPC DET personnel repack MALTS-D modules into transport configuration and ship them back to Bann-B, Germany.
