About this file

This document is an Expression of Interest from UT-Battelle seeking statements from firms to fabricate and deliver 90 Degree Integrated Collector Cart Assemblies for Oak Ridge National Laboratory. The scope includes fabricating commercially available components, assembling, testing, and storing two units with delivery in mid-2024 under a fixed price contract, with options for up to an additional twenty-eight units in subsequent orders. Firms must demonstrate experience fabricating high vacuum stainless steel chambers and structural supports, electrical wiring, and handling export-controlled information. Responses are due by Summer 2023 and should not exceed two pages, including company and fabrication shop details, relevant federal experience with two similar project summaries.

90 Degree Integrated Collector Cart Assembly EOI

90 Degree Integrated Collector Cart Assembly Expression of Interest Overview

UT-Battelle (the Company) seeks an Expression of Interest (EOI) for multiple 90 Degree Integrated Collector Cart Assemblies. These Assemblies will be delivered to Oak Ridge National Laboratory (ORNL) is support of a DOE funded research and development program. The scope of work is to fabricate, procure commercially available components, assemble, factory acceptance test, and store the Assemblies prior to shipment to the Company.

The 90 Degree Integrated Collector Cart Assembly RFP is expected to be issued in Summer 2023 for the first two (2) units with work to begin immediately after contract award. Required delivery schedule will be finalized at time of purchase order award, however the current estimated delivery is mid 2024. The award will be a single, competitive fixed price contract and may include options for up to an anticipated additional twenty-eight (28) units to be fabricated and delivered in multiple subsequent orders. The optional units could be purchased in multiple orders with varying schedules & quantities. There is no guarantee of additional orders beyond the original scope. All interested firms should provide contact information (Name, email, and contact number) for further correspondence as part of their response.

Disclaimer: This EOI neither constitutes a solicitation, Request for Proposal (RFP), Invitation for Bid, or promise to issue an RFP, nor does it restrict UT-Battelle to a specific acquisition approach.

SCOPE – The scope includes the fabrication, purchase of commercially available components, assembly, testing, storage and delivery of the 90 Degree Integrated Collector Cart Assemblies according to Company provided design drawings, assembly drawings, solid models, Specifications, and Statements of Work.

The Assembly consists of a 300 series stainless steel vacuum chamber, 300 series rectangular tube welded support frame, frame mounted open electronics chassis, basic 120 VAC and DC wiring, compressed air and water circuits. The vacuum chamber is designed to operate in the high vacuum region, down to 1E-8 Torr, must be helium leak tight, and suitably fabricated and cleaned for vacuum service at high vacuum.

The frame is a welded assembly of square and/or rectangular stainless steel tubing section, with additional mechanical features to support and align the vacuum chamber and to provide mounting for the open electronics chassis. Additional features include provision for moving the vacuum chamber axially by a few inches using linear rails and bearings. The figure below depicts a simplified view of the assembly. Approximate dimensions are as follows:

• H: 36”-60”

• W: 30”-54”

• L: 40”-64”

• R: 10”-22”

• L1: 26”-50”

• H1: 21”-45”

The design of the assembly and components is complete and does not require extensive Seller design activities other than any fabrication specific “shop” type drawings the Seller may require for their own internal processes and controls. The complete design drawing package, Specification, Statement of Work and Bill of Material will be provided as part of the RFP. Solid Models will be provided to the successful bidder. Standard safety, documentation, and quality assurance requirements will be outlined within the Specification and Statement of Work package.

Successful bidders will be able to demonstrate experience in the following key areas:

• Fabrication experience for high vacuum chambers of similar size and configuration, including helium mass spectrometer leak detection for leak identification and repair during the fabrication process

• Fabrication experience of welded stainless steel structural equipment supports

• Capability to perform basic electrical wiring for 120 VAC and DC signal cables according to the

National Electric Code and other governing standards.

• Applicable certifications for stainless steel vacuum chambers and support structures, with testing and inspection certifications

• Experience handling Export Controlled Information as defined by US-DOE and US-Department of Commerce. Note the designs and equipment are not subject to International Traffic in Arms regulations (ITAR), but similar information controls are required.

SUBMITTAL REQUIREMENTS - The EOI submittal requirements consist of a narrative summary overview up to a maximum of two (2) pages and shall address the following:

• Company name, key contact, address, email and any other contact information.

• Main and Branch fabrication shop locations detailing capabilities of shops.

• DOE/Federal Work Experience identifying relevant experience and any registration with

DOE/Federal acquisition system(s).

• Provide summary of two (2) projects of similar size and application.
