This document is a detailed Minimum Qualification Standards file for Project Manager Employees under P.L. 93-638 Contracts or P.L. 100-297 Grants, issued by the Indian Affairs Division of Facilities Management and Construction. The document establishes comprehensive qualification requirements for project managers overseeing construction projects, with distinct standards for projects costing $10 million or more and those less than $10 million.

The qualification standards specify rigorous experience and education requirements, including 10 years of employment for larger projects (or 7 years for smaller projects) in architecture, engineering, construction management, or public agencies, with at least half the time using the selected project delivery method. Educational requirements include a bachelor's degree in engineering or architecture, or an associate degree in construction technology. Additional preferred qualifications include Design-Build Association certification and experience with LEED certification projects. The standards aim to ensure that tribes and tribal organizations hire qualified individuals capable of managing complex construction projects funded by the Bureau of Indian Affairs, covering facilities like schools, detention centers, offices, dormitories, and houses.
