About this file

This document is a bid specification from the California Highway Patrol (CHP) for breast badges. The badges are used to enhance the visibility of CHP officers and will be sourced to supply newly sworn officers with new badges and current CHP personnel with replacement badges. The badges are required to meet specific technical requirements, including a seven-point design, 3-inch diameter, 9/16-inch height, and be made of 1/10, 10 karat gold-filled alloy sheet metal. The badges must include a Great Seal of California insert, rank banner ribbon, pin, joint, and catch. The badges will be electroplated with 24K gold and coated with a clear gloss acrylic polyurethane finish. The CHP will provide the specific rank designation for replacement badges. The specification outlines detailed requirements for the design elements, manufacturing, inscriptions, coatings, workmanship, and inspection standards.

The pricing and procurement terms are not provided in this document. However, it indicates that the installation of top banner ribbons and replacement of bottom banner ribbons will be governed by a separate agreement and are not part of the current agreement. The current agreement is for the supply of the badges as specified and the installation of the bottom banner ribbon with the "OFFICER" designation or the appropriate rank for replacement badges.

1.0 SCOPE

This specification sets forth the requirements for breast badges for the California Highway Patrol (CHP). These badges enhance the visibility of the wearers as uniformed members of the CHP.

The badges covered by this specification will be sourced to supply newly sworn CHP officers with new badges and, as necessary, current CHP uniformed personnel with replacement badges.

“Fully loaded” CHP badges include factory replaceable attachments (banner ribbons) at both the top and bottom of the badge. For completeness, this specification references the top banner ribbon that will be installed on existing badges, when appropriate (with words “HONORABLY RETIRED” or “IN MEMORIAM”). Likewise, this specification speaks about the ability to replace the bottom banner ribbon with a new one (containing a different rank), after CHP uniformed personnel have received a promotion. However, the installation of the top banner ribbon, and the replacement of the bottom banner ribbon, are not part of this current agreement: that work will be governed by a separate agreement. The current agreement is for the badges, as specified below, and only the installation of the bottom banner ribbon (with the rank designation of “OFFICER” for bulk orders or the appropriate rank designation for replacement badges).

The durability and corrosion resistance of the CHP’s badges is critically important, as they are worn in varying climate conditions throughout the state of California.

Additionally, newly sworn officers wear the same badge throughout their career and are provided with their badge upon retirement. The current design – which, includes 1/10 10K yellow gold fill on the front, 24K gold electroplating on all metal surfaces, and a clear gloss coating on all surfaces - has been in place for decades and proven its durability under actual operating conditions.

The following are sample pictures of an existing CHP badge. Additional pictures (showing feature detail) can be found in the document, “8455-6037_BS - Attachment – Pictures”.
