Site Visit Rules FA252123B0003 ‘Replace HVAC Controls’

Site Visit Location: Location 1. Cape Canaveral Space Force Station (CCSFS), Cape Canaveral, Florida, 32925. Facilities 55899, 66250, 1606, and 1428. Location 2. Jonathan Dickinson Missile Tracking Annex (JDTMA), Jupiter, Florida, 33469. Facility 28001

Site Visit Time/Date: 8:00 am EST on 10 May, 2023

In accordance with IFB provision 52.236-27 and 52.236-27 Alt I, Site Visit (Construction), the purpose of this site visit is to allow prospective offerors the opportunity to inspect the sites where the work is to be performed, in accordance with clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work.

It will be assumed all attendees are familiar with the solicitation and all attachments.

Location 1.

For Location 1 (CCSFS). To gain access to CCSFS, a badge request form must be filled out, this is provided as Attachment 9 to the solicitation FA252123B0003. Please fill out the badge request form and email to timothy.johnson@spaceforce.mil no later than (NLT) 12:00 pm EST on May 4, 2023. All requests received after this time will be considered late and not accepted due to CCSFS Pass & ID badge request processing timeframes.

If an attendee has an existing valid CCSFS badge, notification is still required to confirm the number of site visit attendees. Please submit confirmation of attending the site visit by email to timothy.johnson@spaceforce.mil NLT 12:00 pm EST on May 4, 2023.

The site visit will begin at Location 1 (CCSFS). All site visit attendees will be required to sign in. Please meet at the CCSFS Pass & ID entrance (1068 FL-401, Cape Canaveral, FL 32920) at 8:00 am EST on May 10, 2023. Late arrivals may not be processed in time and risk being unable to access the site visit. For personnel requiring a badge it is recommended you show up at the Pass & ID office by 7:00 am EST to allow time for issue prior to the 8:00 am EST site visit departure.

Location 2.

For Location 2 (JDMTA). To gain access to JDMTA you must email timothy.johnson@spaceforce.mil NLT 12:00 pm EST on May 4, 2023 stating your (1) full name and (2) company name. Failure to submit this information will result in you not gaining access. All requests received after this time will be considered late and not accepted due to processing timeframes.

The site visit for Location 2 (JDMTA) will follow the conclusion of Location 1 site visit. Travel time from CCSFS to the JDMTA location (18205 SE County Line Rd, Tequesta, FL 33469) is approximately 2 hours and 15 minutes. As a result, the estimated start for this portion of the site visit will be 1:30 pm EST. All site visit attendees will be required to sign in; therefore, please meet at the entrance to JDMTA at 1:30 pm EST on May 10, 2023. Any adjustment to this time based on progress of the site visit at Location 1 will be made at the conclusion of that portion and verbal notifications to attendees will be made. Late arrivals may not be processed in time and risk being unable to access the site visit.

The Civil Engineering Project Manager will be available for questions during the site visit. Note that the intent of this site visit is for all offerors to receive the same information. Therefore, all questions asked at the site shall also be submitted in writing using the Question and Answer (Q&A) Template provided as Attachment 7, to the solicitation FA252123B0003.

Please e-mail completed Q&A documents to timothy.johnson@spaceforce.mil. All questions and answers shall be submitted in writing NLT 4:00 pm EST on 15 May, 2023 to support the proposal closing date (9:00 am EST on 31 May, 2023). This will allow questions to be answered in a timely manner and not jeopardize the proposal closing date/time.

All questions and answers will be posted to https://sam.gov as an amendment to this solicitation.
