DBEH 22-1580, Replace HVAC Controls
STATEMENT OF WORK
13 March 2023
1. GENERAL
Project No. /Title: DBEH 22-1580 “Replace HVAC Controls, 55899/66250/28001/1606/1428”, Location: Cape Canaveral Space Force Station, Florida, 32925 Facilities: 55899, 66250, 28001, 1606, and 1428.

2. GENERAL
a) Project Overview: The contractor shall provide all planning, labor, and supervision necessary to replace current existing and outdated controls with the new SmartStruxure automation servers as required to connect the existing EMCS facilities to the new EMCS Server installed at Patrick SFB and the new industrial controls center workstation located in Hangar R&D Room RD127. Controls contractor must be Schneider Certified.
b) Contractor shall provide coordinated shop drawings for approval prior to fabrication and installation.
c) All work must comply with UFC, IBC, safety, and health codes, NFPA codes, and all other applicable standards, codes and requirements with latest amendments.
d) Under no circumstances is the Contractor to begin any work until the Contracting Officer issues a "Notice to Proceed". NTP will be issued within 15 calendar days of contract award.
e) Verify all quantities and dimensions. Note any discrepancies to Space Force project manager. The Government will be notified of any modifications to the project.
f) The Space Force is committed to effective environmental compliance and stewardship. This commitment is accomplished by complying with federal, state, and local environmental statutes and regulations.
g) The Contractor shall use skilled workers, an adequate number of which are thoroughly trained and have a minimum of 3 years’ experience in the necessary crafts and who are completely familiar with the specified requirements and the methods needed for the proper performance of the work in each section of these specifications.
h) Contractor or their subcontractors shall be licensed by the State of Florida or have an equivalent out-of-state license in all areas applicable to this contract or as otherwise stated elsewhere in this contract. Copies of licenses and certificates shall be provided to the Contracting Officer. Asbestos Abatement Contractor shall be licensed by the State of Florida.
i) At a minimum the contractor shall provide following personnel:

1. Superintendent: The project superintendent must always maintain a physical presence at the site and is responsible for all construction and related activities at the site, except as otherwise acceptable to the Contracting Officer. Superintendent shall have at least five (5) years’ experience managing construction projects with a premium placed on management of government construction projects.
2. Quality Assurance / Quality Control (QA/QC): The quality manager is required to hold a current license as a professional engineer in a U.S. state or territory with experience on at least five (5) similar projects.
3. Site Safety and Health Officer (SSHO): Provide an SSHO that meets the requirements of EM 385-1-1 Section 1. The SSHO must ensure that the requirements of 29 CFR 1926.16 are met for the project. Provide a Safety oversight team that includes a minimum of one person at each project site to function as the Site Safety and Health Officer (SSHO).
4. Project Manager: Provide a Project Manager with five (5) years’ experience in project management or a PMP certification or a bachelor’s degree in engineering or construction management.
Stated above are the minimum requirement for personal. Specifications may have additional requirements.
3. SCOPE
Facilities: 55899/66250/1606/1428
a) Remove/replace the existing HVAC controls and install a SmartStruxure Automation Server.
b) Provide integration to the new EMCS server located at Patrick SFB.
c) Provide graphical user interface screens, data logs, alarms.
d) Administer all software OS upgrades to the Automation Servers and field level DDC controllers.
e) Correct any loss of communication to the field level controllers in facility 01604, Hangar H.
NOTE 1: Controls contractor must be Schneider Certified
NOTE 2: Clean up all debris and dispose of properly daily and prior to final inspection.
Facility: 28001
a) Remove/replace the existing HVAC controls for all HVAC systems to include VAV’s, Chillers, Pumps, Cooling Towers etc. Note: AHU 1-4 controls and Smartstucture Automation Server to be replaced via separate project.
b) Provide integration to the new EMCS server located at Patrick SFB.
c) Provide graphical user interface screens, data logs, alarms.
d) Administer all software OS upgrades to the Automation Servers and field level DDC controllers.
e) Correct any loss of communication to the field level controllers in facility 01604, Hangar H.
NOTE 1: Controls contractor must be Schneider Certified
NOTE 2: Clean up all debris and dispose of properly daily and prior to final inspection.
4. SUBMITTAL APPROVAL OF MATERIAL AND EQUIPMENT
Before installation of any materials or equipment is begun, the Contractor shall submit for approval a complete list of materials and equipment to be incorporated in this work, together with names and address of manufacturers and their catalog numbers and trade names. No consideration will be given to partial list submitted from time to time. These submittals shall provide catalog cut sheets, maintenance manuals, warranties, guarantees, or capacity data and shop drawings as required to show compliance with the Statement of Work. All items contained within each submittal shall be clearly defined by the CSI division and item name/number.
The contractor shall follow and submit items as required with code listing:
• MD-Manufacturer’s data and catalog
• SD-Shop drawings
• C-Certificate of compliance
• GW-Guarantees and warrantees
Submittals will be required as follows: All CSI Divisions
5. CLOSEOUT DOCUMENTS
a) Contractor is responsible to provide government with close out documents. Below is the minimum submittal that are required before a final walk Down can be schedule. Specification may require additional submittals.
1. Red-Lines/As-built Drawings
2. O&M Manuals
3. Interim 1354 (if required)
b) Close out submittals after final walk down.
1. 100% progress report
2. Release of Claims
3. Warranty Letter
6. APPLICABLE PUBLICATION/REGULATIONS
a) Publications referred to in the specifications may include reference dates that do not reflect the current status of the publication. Unless otherwise stated in the specifications (this will be accomplished by stating "Compliance is required with this publication versus any future versions") the current publication is the applicable publication. Where the specification further refers to deviations from these publications, these deviations will be applied to the current publication.
7. SITE INSPECTION
a) Contractors are expected to visit the areas of work and verify all conditions and dimensions.
8. STORM PROTECTION
a) Should warnings of winds of gale force or stronger be issued, the contractor shall take every practical precaution to minimize danger to persons, to the work, and to adjacent property. These precautions shall include closing all openings, removing all loose materials, tools, and equipment from exposed locations, and removing or securing scaffolding and other temporary work.
9. INTERFERENCE WITH STATION OPERATIONS
a) Permission to interrupt any utility, communication, operational or traffic service or pattern shall be requested in writing at least 10 working days prior to the date of the desired interruption. The Contractor shall receive approval in writing from the Contracting Officer before the requested interruption may be put into effect. Any power outage shall be approved by the Contracting Officer in writing.
10. WORK CLEARANCE
a) The Contractor shall be responsible for obtaining and having filled out form AF Form 103, Base Civil Engineering Work Clearance Request. No site work shall be done until this form is completed/approved/signed.
11. SAFETY
a) The Contractor shall perform all excavation according to Occupational Safety and Health Administration 1926 Subpart P.
12. PERFORMANCE PERIOD
a) On-site work must be completed within a period of no more than 365 calendar days.
MATERAL LEAD TIME: 210 calendar days NON-ACCESS DAYS: 90 calendar days WORKING DAYS: 65 calendar days

a) None
15. ENVIRONMENTAL
a) We have reviewed all the requirements, including available technical documentation and to the best of our knowledge the performance of this contract does not require the contractor to use Class 1, delivery of these items of supply or as part of any services.
b) Contractor shall contact the 45 CES/CEIE (Environmental Office) at 494-2899 to coordinate the establishment of hazardous waste management procedures prior to generating any hazardous waste. If any waste is determined to be hazardous, as defined in 40 CFR 261, the Contracting Officer must be notified immediately. All hazardous waste shall be managed IAW State, Federal, and Air Force regulations by the Contractor and final disposal shall be accomplished by the Air Force under the Installation EPA identification number.
c) Proposed scope of project does not include the disturbance of Asbestos-Containing Material (ACM) or Lead-based Paint (LBP). In the event of inadvertent discovery/disturbance of ACM or LBP, qualified LBP abatement contractors and/or asbestos contractors that are registered with the State of Florida, Department of Health must be deployed to conduct abatement work. Abatement Work Plan(s) must be coordinated through 45 ADS/SGGB and other relevant flight/element for approval.
