# Question Answer

Will a free zone be established in the work areas? If yes, is it to be defined with low-profile barricades? If yes, will escort to the free zone be required, and by who? If no, who will provide escort to and in the work area?

The area will be a free zone and at this time. Would like to close the area and allow the contractor to work. All personnel will have to obtain an airfield drivers license IAW Eglin AFB Instuction 13-213 v1.

2 Will the contractor be required to provide access point security? not to my knowledge but they would be required to monitor their area.

It was stated by the Airfield Manager at the site visit that elevated taxiway lights located on the inside of Taxiway G in pavement could remain elevated, and not flush mounted as stated in the RFP. Please confirm.

The flush mounted would be only on the southern side of the Taxiway G. All other should be elevated.

4 Will a FAA Form 7460-1 Notice of Proposed Construction or Alteration be required for this project? No.

Please confirm if a civil design is required. If yes will the contractor be required to conduct a geotechnical investigation for the civil design, or is there an existing geotechnical report that can be relied upon? If a geotechnical investigation is required, will a separate airfield construction permit be required for the drill rig? Note: The permit for the drill rig could cause the design POP to be overrun.)

First, civil design will be required covering the cutting and patching requirements. And second, a geotechnical investigation will not be required.

6 SOW 1.1 references attached sketches, but there are no attached sketches in the RFP documents. Please provide. This will be provided as an amendment to the solicitation.

7 Are there existing, empty, duct bank and handholes available for the contractor to cross the taxiway? Execute as stated in the SOW.

RFP states: “A Site Visit has held for the previous posted solicitation, therefore only new offeror can request a site visit.”

Our company was a previous offeror, but was not given access to the first site visit. Would it be possible for us to request access for a site visit for the re-solicitation effort?

Site Visit was extended to requesting offeror.

If a bid bond was submitted with the original proposal, does the Governemnt want a newly issued bid bond for the re-solicitation?

Yes.

10 Will the government allow the Superintendent fulfill the duties of SSHO/QCM if duly qualified for each role? Yes.

Will the government allow for use of CPARS in lieu of PPQs? CPARS are easily retrieved by the contractor, whereas PPQs tend to require more time to locate the government lead for a particular project and have them complete a review, if they are willing.

Yes.

12 Can the government provide as-builts to show existing circuits, to include wire size and conduit size? This is addressed in the SOW.

13 Can the government provide existing panel schedules for the panels feeding the existing lighting fixtures? Provide a bid based on the SOW.

14 Can the government provide existing fixture schedules? Provide a bid based on the SOW.

15 Is there a minimum/maximum distance between individual flush mounted and elevated lighting fixures? Provide a bid based on the SOW.

Will the government accept the use of LED fixtures in lieu of quartz? In our experience, airfield lighting is trending towards replacement with LEDs and quartz represent extended lead times in some cases.

Provide a bid based on the SOW.

Are there any special phasing requirements to this project or will the contractor be allowed full access to Taxiway G for the duration of the contract?

Provide a bid based on the SOW.

The SOW states that installation of home run is not a requirement for this project. Where exactly does the new circuit tie-in?

Provide a bid based on the SOW.

The SOW states that design iterations shall be 65%, 95% and 100%. Given the 90 days allotted for the design, approximately how many days does the government intend to review each design submittal and send comments?

The government will need approximately 14 days to review and return comments for each design iteration.

Will the government allow ordering of material during design phases 65% and 95%, so long as it is approved by the government via material submittal?

Yes.

21 Please confirm that as-builts of the existing Taxiway G will be delivered to the contractor via CAD. Provide a bid based on the SOW.

Paragraph (1) under Drawing Preperation states "Although Fire Supression and Fire Alarm Systems shall be added to the BIM model…" Please confirm that Building Information Modeling is not required.

Building Information Modeling is not required.

Paragraph (1) under Drawing Preperation states "Although Fire Supression and Fire Alarm Systems shall be added to the BIM model…" Please confirm that Fire Supression and Fire Alarm Systems are not a component of the design/construction for this project.

Fire Supression and Fire Alarm Systems are not a component of the design/construction for this project.

24 Will contractors be permitted to reuse the existing conduit if available?

All conductors must be new. Conduit may be reused as long as its structural integrity is proven by easily passing new conductors through it. If there are obstructions the conduit must be replaced. We are not aware of any collapsed conduit ducts in this area, but many have been untouched for well

Attachment 2, Statement of Work, Page 1 states “See the attached sketches for additional information where elevated taxiway edge lighting is required…” The sketches referenced are not availabe via the updated solicitation on SAM. Will the government be sending updated sketches for this solicitation?

This will be provided as an amendment to the solicitation.
