OCCUPATIONAL SAFETY, HEALTH AND FIRE PROTECTION POLICY
1. PURPOSE: This memorandum is published to provide procedures, guidelines, and assign responsibilities for the implementation of the Occupational Safety, Health and Fire Protection Program. These policies and procedures are contained in the Occupational Safety, Health and Fire Protection Policy Manual contained in a green notebook distributed to each service and is available on the medical center SharePoint site under the Safety heading. The Occupational Safety, Health and Fire Protection Policy Manual establishes the essential information to ensure compliance and provide guidance for all employees, patients, and visitors at this medical center.
2. SCOPE: This policy applies to all James H. Quillen VA Medical Center (JHQVAMC) and affiliated outpatient clinic employees, volunteers, patients, visitors, contractors, and their employees.
3. POLICY: It is the policy of this medical center to provide an environment that is free of recognized hazards for employees, patients, and visitors, and is conducive to the protection of government property.
4. ACTION/RESPONSIBILITY:
a. As a basic policy, consistent with the established intent of the Executive Order 12196, and Public Law 91-596 the Occupational Safety and Health Act (OSHA) of 1970, every level of management in the VA is responsible for the prevention of accidents, injuries, and occupational diseases to individuals on VA property. Government property must be protected against loss by fire or accidental damage.
b. A copy of the Safety, Occupational Health and Fire Protection Program Manual will be maintained, in a separate binder, by each service and on each medical ward and at each outpatient clinic. The Safety, Occupational Health and Fire Protection Program Manual provides in detail the program requirements, actions and responsibilities of all medical center and outpatient clinic managers, service chiefs, supervisors and employees. Outpatient clinics operated under the control of JHQVAMC may develop facility-specific Occupational Safety, Health and Fire Protection procedures that specifically address site-specific issues.

c. It is the responsibility of each service chief to ensure that an effective safety program is established within their service. Supervisors are responsible for familiarizing themselves and their subordinates with the contents of this policy and manual through training and personal follow-up.
