3.VOLUMES
VOLUME I: GENERAL
Volume I shall include the following:
a) A completed Compliance Matrix using solicitation Attachment 2 - Compliance Matrix, that maps solicitation requirements to proposal response sections and page numbers.
b) Signed versions of the SF1449 form and all RFP amendments.
c) All (if any) assumptions, conditions, or exceptions with any of the terms and conditions contained herein in developing its proposal response. If not noted in this section of your proposal, it will be assumed that the offeror proposes no assumptions for award and agrees to comply with all of the terms and conditions as set forth herein. It is not the responsibility of the Government to seek out and identify assumptions, conditions, or exceptions buried within the offeror's proposal. Please note that any assumptions, conditions, or exceptions that do not comply with the requirements of this solicitation may render the offeror's proposal ineligible for award.
d) All representations and certifications as required by the solicitation.
e) If applicable, the proposal shall include a subcontractor and teaming agreement signed consent forms from each teaming arrangement and/or subcontractor, authorizing the Government to contact them directly.
There is no page limit for this volume.
VOLUME II: TECHNICAL
Volume II shall be limited to 15 pages and shall include the following chapters:
Chapter 1: Incoming Transition Plan
a) The Incoming Transition Plan shall include a description of the activities and schedules required to facilitate a smooth transition between the offeror and the incumbent contractor. Also include the proposed risk mitigation plan for minimizing knowledge loss to the maximum extent practicable. The transition plan shall also include a listing of transition risks, their likely impacts on affected personnel, and practical mitigation measures to reduce negative impact. These risks include but are not limited to schedule delays and loss of knowledge.
Chapter 2: Recruitment and Retention Plan and Risk Mitigation Plan
a) This chapter shall include a detailed discussion of the offeror's availability of resources; ability to deploy and on-board resources in a timely manner; ability to retain employees; and risk mitigation plan to avoid gaps in service. The offeror shall propose a target retention rate the offeror will strive to achieve under this effort and will be used as a standard for performance evaluations conducted during performance of this effort. The offeror shall provide details to address how workloads will be adequately maintained at all times, including any staff vacancies (leave, illness, and turnover).
b) Broad or exclusively top-level discussions without adequately discussing the specific tangible steps to recruiting and retaining the required personnel will be deemed inadequate. The Government seeks a detailed and concrete plan with a strong argument for how the highest quality personnel will be recruited and retained to support the proposed retention rate, and a thorough argument for how the risk of gaps in service will be mitigated to the greatest extent practicable.
Chapter 3: Management and Technical Approach
a) This chapter shall be sufficiently specific, detailed, and complete as to demonstrate clearly and fully that the Offeror has a thorough understanding and knowledge of the requirement to include problems inherent in performing the requirements of the SOW. Statements that the Offeror understands, can, or will perform the listed functions without supporting information or narrative is inadequate. Paraphrasing the SOW, or parts thereof, is similarly inadequate.
b) This chapter shall also address any subcontractor and/or teaming arrangements and the roles and responsibilities of each in meeting the requirements of the SOW.
Chapter 4: Experience
a) The offeror shall provide, for both the prime contractor and joint venture proposed, at least three examples of projects worked of a similar magnitude, scope, and complexity within the last five years. The projects identified in this section shall match those projects discussed in Volume III Past Performance.
Chapter 5: Certificates of Non-Disclosure and Conflicts of Interest*
a) The proposal shall include signed/dated Non-Disclosure Agreements and Organizational/Personal Conflicts of Interest Certifications for the prime contractor and each teaming arrangement/subcontractor.
*Does not count against page count
VOLUME III: PAST PERFORMANCE

The offeror shall furnish copies of all supporting completed CPARS assessments for the past performance references cited.
There is no page limit for this volume.
VOLUME IV: PRICE
a) The price portion shall be a separate volume from the technical portion. The price quote shall be in the form of a completed Attachment 4 - Pricing Schedule. No other price quote structure will be accepted.
Follow the completion instructions on the "Instructions" tab contained in Attachment 4 - Pricing Schedule.
The Pricing Template will be incorporated in any resultant contract.
b) The offeror shall also provide Department of Labor wage determinations used to develop the offeror's price proposal, for each location, including the contractor's location.
There is no page limit for this volume.
There shall be no pricing information listed anywhere in any of the other volumes outside of VOLUME IV:
