About this file
This is a Commercially Useful Function (CUF) Certification form issued by the State of California Department of Fish and Wildlife for use in contract bidding and subcontracting processes. The form is designed to document and verify that certified Small Business (SB) and Disabled Veteran Business Enterprise (DVBE) entities identified in bid submissions will perform a genuine and integral role in contract execution. Bidders are required to complete one certification form for each certified small or veteran business performing work on the contract. The related contract opportunity involves the procurement of a new skid steer vehicle to support vegetation management and infrastructure repair activities on Department-managed lands.
The CUF Certification requires suppliers to clearly articulate the specific services they will provide in relation to the scope of work and demonstrate that these services constitute a normal and consistent function of their business operations, supported by documentation such as UNSPSC codes, relevant certifications, professional resumes, licenses, educational credentials, website information, or past performance records. Additionally, suppliers must indicate whether they will provide products, inventories, materials, and supplies while performing all standard procurement duties including price negotiation, quality and quantity determination, ordering, payment processing, and installation. This certification mechanism ensures that small and veteran-owned businesses contribute meaningfully to contract performance rather than serving solely as pass-through entities, thereby supporting the state's small business utilization objectives as mandated by Government Code Section 14837 and Military and Veterans Code Section 999.
