About this file
This document is a Brand Name Justification Letter that supports the federal contract opportunity for the 364th Training Squadron (TRS) Boom Truck Simulator.
The letter justifies the use of the brand name CM Labs Vortex Advantage simulator for five Boom Truck, five Backhoe, and five Digger Derrick Truck training simulators. The 364th TRS requires this specific brand and configuration to support the Cable Basic USAF and Cable Basic Marine Apprentice qualification courses, which were developed using this equipment. Market research identified four potential sources that can provide the required brand name simulators. The justification states that using any other training aids would require rewriting the course material. The letter also notes that the simulators will reduce maintenance, fuel, and training costs compared to using the actual equipment.
The related federal contract opportunity is a Request for Quotes (RFQ) to provide the specified CM Labs Vortex Advantage simulators and associated equipment. The solicitation is set aside for small businesses under NAICS code 333310, with a size standard of 1,000 employees. The RFQ closes on August 12, 2024 at 10:00 AM CST.

MEMORANDUM FOR 82 CONS/PKA
FROM: 364 TRS/CC
617 Missile Rd. Bldg 1950 Rm 123 Sheppard AFB TX 76311
SUBJECT: Brand Name Justification – Simulations CM Labs Inc Boom Truck/Backhoe Training Simulators
1. Description of the Supplies/Services: The 364 TRS/TTKMS has been planning to implement both the courses Digger Deerick Truck Simulators and the Backhoe Simulators Stations as required supporting equipment. They are requesting the purchase for 5 each of the following: Advantage Simulator Bundle, Screen Operator Station, Backhoe Loader training pack and Boom Truck Training pack to include Hardware and Software, Training, Shipping, and Annual Maintenance and Support.
2. Efforts to Obtain Competition: The customer performed market research and determined that Simulator CM Labs, Green Marbles LLC, Amkel Company, and SupplyCore can provide the requirement item for the Career Courses J3ABR1D733C0A2A and J8ABR1D733C3M2A.
3. Market Research: The 364 TRS/TTKMS performed market research and verified that there are 4 responsible sources that can provide the Brand Name CM Labs Vortex Advantage simulator that will satisfy the agency requirements (FAR 6.302-1) and provide the required equipment in the configuration needed for the enlisted courses J3ABR1D733C0A2A and J8ABR1D733C3M2A, Cable Basic USAF and Cable Basic Marine Apprentice (ITRO) Qualification Courses. Additionally, the Cable Basic USAF and Cable Basic Marine (ITRO) Qualification Courses were developed using the ALTEC Bucket and Digger Trucks. Using any other training aids/simulators would require a complete re-write of the course material.
4. Other Factors: Simulator CM Labs, Green Marbles LLC, Amkel Company, and SupplyCore will allow our schoolhouse to train Signal Person Station for the enlisted Cable Basic USAF and Cable Basic Marine Courses (ITRO) Qualifications Course. The course is written IAW the 1D733, Carrer Field Education and Training Plan, which requires the students to use hand signals to direct the Digger Derrick Truck and Backhoe operation. Five Vortex Advantage Simulator Systems are currently being used as required support equipment for the Five Boom Truck and Five Backhoe Simulator Systems. This equipment allows students to practice and gain familiarity/confidence in using the Digger Derrick Truck and Backhoe operation. Utilizing the simulator will reduce the maintenance cost due to the inexperienced users operating the trucks and backhoes as well as reduce fuel cost and time spent training.
5. A Statement Of The Actions, If Any, The Agency May Take To Remove Or Overcome Any Barriers To Competition Before Making Subsequent Acquisitions For The Supplies Or Services Required. The 364 TRS/TTKMS will continue to search the marketplace for additional sources that can provide the brand name same or equal item and add competition.
6. Technical/Requirements Personnel Certification: As evidenced by the signature below, the technical/requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
