Attachment 7 - The Answered Q&A Sheet
1. Are personnel able to serve in dual roles? Offerors have the flexibility to combine duties across different labor categories as long as the essential functions are covered. If the offeror chooses to combine duties, the offeror must explicitly state this in the proposal, including a detailed explanation of how the combined roles will meet all project requirements. Subject to approval of the COR.
2. Should Volumes 1 through 5 of the proposal be submitted as a single, tabbed PDF or as separate PDF files? Please refer to the Proposal Instructions in Section L. “The Offeror's proposal will be submitted in a portfolio PDF format, including all documents.” The Government will further clarify the requirement in the forthcoming solicitation amendment.
3. Are the Construction Managers able to work remotely from Hill’s office? Construction Managers are to be onsite.
4. Will parking be available to the CM team personnel? Daily parking permits can be obtained for $9 per day, subject to availability. Nearby public parking garages, such as Union Station are also available.
5. On Page 3, it states that for the Estimated Hours Quantity, an offeror can propose their own estimated hours. "If an offeror proposes their own estimated hours, how would GPO evaluate those hours against other proposals for this IDIQ contract? Estimated hours are for GPO to evaluate labor category unit pricing. Task order pricing will use unit pricing and the offerors proposed hours and labor categories.
6. For buildings A, B, C, and D, what is the status of asbestos, lead paint, and other toxic substance abatement currently? Have any assessments or abatements been completed to date? Hazmat surveys are conducted by GPO prior to start of construction. Survey results are provided to contractors.
7. Is there a DBE/MBE requirement or sub-goals? This requirement is N/A.
8. Volume 4: Past Performance. Is there a required number of PPQ’s to be submitted for evaluation? The solicitation amendment will apply the following instructions:
Past performance information is one indicator of an offeror’s ability to perform the contract successfully. Offerors must demonstrate a pattern of past performance in accordance with the evaluation criteria in Section M. The past performance questionnaire, provided as Attachment 5, shall be completed by customer references. The offeror’s proposal submission must include a minimum of three completed past performance questionnaires to enable proper evaluation. The customers references shall submit the completed questionnaires via email to the Contracting Officer and Contract Specialist. The offeror may submit other forms of past performance records to supplement Attachment 5, including CPARS. Any supplemental information shall not be submitted as a substitute to Attachment 5, however.
9. PPQ form, Item 4. – “Pace of Performance”. Is this a typo? Should it be “Place of Performance”? If not, please clarify what information is to be provided. Place of Performance. This is a typo that will be corrected in the forthcoming solicitation amendment.
10. For pricing items 21 – 25, can we provide a breakdown of the unit cost and leave the Total Cost as TBD? In order to estimate total cost, a quantity would need to be provided. CLINs 0021-0025 are to be used for third party services if the offeror does not have the capability in-house.
11. Is there an incumbent for this contract? This is a new requirement; there is no incumbent.
12. Will office space be provided for the CM team onsite at GPO? Office space for administrative work will be provided. All other activities will be conducted on work sites during normal working times.
13. If office space is provided for the CM team, will it have furnishings, electricity, and Wi-Fi/internet?
Yes
14. Please clarify RFP Section C.4.3 Commissioning. Section J attachment is missing and we cannot write a project specific Cx plan without knowing the scope of the work for the project. AFG can provide you with a sample Cx plan, generic, from a past project if you wish. Section C.4.3 states “The CMS contractor will be responsible for providing commissioning for all systems installed or updated under the construction contract. The CMS contractor shall develop the commissioning scope of work through review of construction contract documents in section J attachments”. In Section C.4.3.1 requires the CMS to provide a TAB contractor. C.4.3.1. The contractor may be tasked to provide the services in-house or through an independent organization to perform these functions.
These services shall include providing professional and technical expertise for start-up, testing and balancing, calibration, and certification of systems within a facility. The Contractor shall be able to provide any level of commissioning needed from total support to specialty services. Task order specific Cx requirements are on page 26 section C.4.3
15. Please clarify RFP Section C.4.3 Commissioning & Testing Services. Please precisely define the commissioning that would be required. TAB work is typically performed by the Contractor because they have ownership of the systems being installed. The statement “any level of commissioning of specialty services” is very open-ended and makes it difficult to estimate Special equipment beyond standard MEP, fire protection commissioning and/or building envelope commissioning that could fall under this statement. Task order specific Cx requirements are on page 26 section C.4.3
16. Please clarify, Has a waiver to Section 1.8.4 of the P100 been approved for providing in-house commissioning? “Section 1.8.4 of the PBS-P100 states the following. “The Commissioning Agent must be an independent commissioning provider contracted by GSA, or by a firm subcontracted by the Construction Manager as Advisor”. Section 1.2.4.1 of the PBS-P100 states “Deviations from the P100 require an approved waiver except as noted below. Project teams seeking relief from requirements must establish the technical hardships that make compliance impossible”. GPO commissioning specifications are to be followed. GPO does not adhere to P100.
17. Is there a minimum or maximum number of PPQs to be submitted? See response to Question 8.
18. Is there a preferred number of PPQs that need to be submitted with the response? See response to Question 8.

20. Section B.2 Contract Type paragraph 3 states "The quantities specified are estimates to be used solely for evaluation purposes." Paragraph 4 states "Estimated Hours Quantity: These hours are for sampling purposes. An offeror may propose their own estimated hours." Will GPO please confirm that the hours provided in Section B.2 Contract Type will be used for evaluation purposes and should not be changed otherwise evaluating industry offers will not be on the same playing field? (RFP pg 4, Section B.2) Estimated hours are for GPO to evaluate labor category unit pricing. Task order pricing will use unit pricing and the offerors proposed hours and labor categories.
21. Section C.7.3. Transition Plan states "In the event the incumbent does not win the award the contractor shall be responsible to transition out of all technical activities identified in the requirement during the final awarded period of performance." Will GPO share the name of the incumbent contractor? (RFP pg 15, Section C.7.3) This is a new requirement; there is no incumbent.
22. Sections D.2-D.7. Will GPO please confirm these sections are applicable to this Construction Manager Support Services Opportunity? (RFP pg 34-35 Section D.2 - D.7) These sections are not applicable.
23. Section F.4. Place of Delivery or Performance states " The Contractor shall deliver supplies under this contract F.O.B. destination to the following locations: " however no locations are listed following this statement. Will GPO provide supply delivery locations or confirm that there will be no delivery of supplies required under this Construction Management Support Services contract? (RFP pg 39, Section F.4) No delivery of supplies are anticipated under this contract. The forthcoming amendment will apply the necessary update.
24. Section 6.1 Consumable Parts Listing states "A complete and accurate listing of all consumables required for the operation of the machinery." Will GPO please confirm that this consumable parts listing is the responsibility of the general contractor who will be procuring and installing the equipment and providing the O&M equipment and not the responsibility of the Construction Management Services Support contractor who will confirm compliance to the Consumable Parts Listing? (RFP pg 40, Section F.6.1) Confirmed. The awardee will not procure any consumable parts under the IDIQ.

31. RFP Page 70 reads "ii.Resumes not exceeding five (5) pages for each individual; and" There is no punctuation or information. Is there missing information or are i and ii the only requirements? This is a typo that will be corrected in the forthcoming solicitation amendment.
