STATEMENT OF OBJECTIVES

Virtual Communications (VTC) System

Bldg. 1209 Hill Air Force Base, Utah 84056

27 July 2021

The government reserves the right to award or to not award this requirement. The government expects the contractor to submit a Technical Requirement Document in support of its proposal and in response to the SOO (the Technical Requirement Document may be in Contractor Preferred Format and should be similar to a

PWS.)

Hill Air Force Base requires NEW or UPGRADED VTC, located in Building 1209. The space will require NEW/UPGRADED Audio/Video Presentation and Distribution Systems with Video Teleconferencing (VTC) systems of UNCLASSIFIED classification.

The contractor shall provide a technical solution outlining their approach to engineering, installation, and initial maintenance of the professional quality, multiuse facility that is capable of VTC, collaboration, and interactive learning presentation systems that meet or exceed the requirements defined in the documentation provided.

At a minimum, the Contractor must provide labor to design, engineer, program, and install an entire turnkey system as described to allow for seamless, user-friendly operation of the entire system via an integrated wireless control center. All components shall meet at least the professional level of quality defined below and must provide the quality and durability for constant use. The contractor will be responsible for engineering, providing, and installing all power conditioning and uninterrupted power systems off the primary power system present in the building to provide adequate power for all systems as required.

1. Collaboration Systems

1.1. Vendor will provide and install one (1) high quality Video Teleconferencing (VTC) system, located in the equipment rack, each capable of hosting multipoint calls of 4096 kbps.

1.2. New systems will interface with exiting H.323 architecture on multiple classifications of network.

1.3. CODECs must be high definition (HD) compliant meeting or exceeding 1080p.

1.4. System must be capable of multipoint calls without use of an external bridge.

1.5. Contractor will provide all terminal equipment and cabling required to interface CODECs onto existing infrastructure.

1.6. VTCs must be designed to operate on the UNCLASSIFIED network.

1.7. All components must be EMSEC-NSA approved and be listed under the DOD Approved Product Listing (APL) and engineered to meet DOD network security standards in compliance with the level of classification intrinsic to the installed system. CODECs shall:

• Be installed in equipment racks located in control room

• Support independent (Near/Far) dual screen output

• Support H.329 content input with a minimum resolution of 1080p

(1080p30fps)

1.8. Components required will include, but are not limited to the following:

HD Cameras

HD Display Systems

Distributed Audio System

Ceiling Microphone Arrays

Digital Matrix Video Processor

Digital Source Inputs

2. General System Requirements

2.1. System must include full uninterruptable power supply (UPS) for all associated equipment. UPS must ensure all equipment is protected from power surges and outages.

2.2. UPS must provide enough backup power to ensure system can be shut down in safe and normal manner.

2.3. Audio/Visual equipment quality levels are defined as follows:

• Consumer which includes equipment, aimed to the home market,

• Industrial which is designed for midgrade or small commercial use (church, boardroom, small auditoriums, etc.), and

• Professional or broadcast which is designed for large scale theaters, auditoriums, or video production facilities

2.4. Professional equipment or better shall be provided for the video components as well as professional equipment for all audio components. For our purposes we will require professional and or broadcast quality components where practical.

2.5. Contractor shall provide customer with complete drawings in DWG or DXF compatible format. Drawings must include, at a minimum, proposed equipment, audio and video wiring diagrams, equipment placement drawings and control wiring diagrams.

2.6. Drawings will be detailed and comprehensive. Contractor is required to provide

FULL ENGINEERING PLANS AND PROPOSED DRAWINGS at time of bid.

Revised drawings will then be provided at project completion; reflecting any changes or modifications made during installation. All modifications/deviations from initial plans or drawings are subject to approval by customer and are to be discussed with customer prior to implementation. Drawings will be used as evaluation criteria for all SOO sections.

2.7. Provide and install all wiring, connectors and hardware, as required to complete the work. All wiring must be installed in a neat and professional manner. Plastic tie-wraps will be used to secure cabling at a minimum. All cables must be labeled with source/destination at both ends with machine made labels. Cable numbers can be used only if a master cable index is provided. Labels must be permanent and clearly readable.

2.8. Cables are to be distributed in a manner that enables user identification and aesthetic/functional operation. Cable termination and connectors must ensure all applicable engineering standards are adhered to; including but not limited to maintenance loops, cable stress relief, and power/signal separation. All cabling and termination practices are subject to approval by customer. New cabling will be installed in conduits where possible (open plenum spaces or located in cable trays to consolidate required EMF isolation in accordance with security standards for classified networks.

2.9. Contractor must label all patch panels (if used), amplifier controls, audio and/or video mixer inputs/outputs and switcher/router inputs/outputs.

2.10. Provide customer with all books, manuals, literature, CDs and DVDs and other documentation on all equipment installed. Contractor will provide copies of any and all programming code used to customer. This will include both a copy of the compiled and the original un-compiled source codes, panel files, and all other associated software components.

2.11. Provide complete on-site operating training for up to five people to allow them to proficiently operate the installed systems.

2.12. Removal of old/unused components will be accomplished by the contractor to a specified location in the current facility specified by staff.

2.13. Contractor must provide all building modifications required to complete this project (electricity, conduit, running cable, etc.). Must work with base agencies where approval is required and provide documentation of applicable changes.

Contractor will coordinate all building modifications to eliminate or minimize disruptions.

2.14. Post construction cleanup of material and packaging will also be performed.

General cleanup of material, packaging, and work areas will be conducted during job progress (at the end of each day as a minimum) to minimize unacceptable appearance of job site to student/visitor populations.

2.15. Contractor will provide full installation warranty service for the first 90 days after installation. Contractor will provide 24 hour turnaround for any issues discovered for the first 90 days. Thereafter, the contractor must provide full service for manufacturers’ warranties for the products supplied by the contractors.
