About this file
This document is a Uniform Functional Requirements (UFR) for the 19th Security Forces Squadron (19 SFS) Windtalker Counter Drone Detection System. The requirements specify a device capable of detecting and tracking small group classified drones within a 5-mile 360-degree range, with rigorous technical specifications for environmental durability, cybersecurity, and operational flexibility. Key system requirements include being new, waterproof (IP67), operational in temperatures from -51C to 67C, weighing 80-100 lbs, collapsible, and able to connect via ethernet, LTE, or satellite.
The system must include hard-case storage containers, comprehensive training materials, a minimum one-year warranty, and technical support. Specific technical requirements mandate FCC-approved hardware, signal detection ranging 25-30 km, protection against spoofing and jamming, and compatibility with universal counter drone detection systems. Notably, the system cannot connect to Chinese company DJI servers, must comply with environmental protection regulations, and requires all documentation to be in grammatically correct English. The vendor must also provide options for warranty extension and potential hardware upgrades before the initial warranty expires.

a. See “Item Characteristics” below.
2. Item – Peripheral(s) and Accessories: Shall consist of a counter drone detection system with all needed peripherals, accessories and selected upgrades (if any). All components within this Item shall meet minimum specifications as outlined below.
a. See “Item Characteristics” below.
ITEM QUANTITIES:
1. Item – Windtalker: 1 each
2. Item – Peripheral(s) and Accessories: 1 each (per Windtalker system)
ITEM CHARACTERISTICS:
1. Item – Windtalker - The Contractor shall provide a device that meets or exceeds the following characteristics;
unless otherwise noted, attributes shall exist within or be provided directly from the laptop enclosure.
a. Attribute(s): General Requirements
i. The counter drone detection system shall be new (not rebuilt or remanufactured) and one of the manufacturer’s standard current production models (not a prototype) capable of operations in accordance with the requirements herein. The manufacturer should also include a warranty for at least one year which will cover technical support, hardware/software troubleshooting, and parts replacements. The counter drone detection system shall be constructed from materials that are capable of withstanding environmental temperatures ranging from -51C to 67C (-59F to 152F) with a waterproofing/dust proofing of IP67 (at a minimum) and needs to be able to withstand high winds. The system needs to weigh light enough for a two-manned team to assemble, weighing between 80lbs to 100lbs and being collapsible with hard-cased storage containers.
Designs that are not accommodating to a two-manned team with hard-case storage allowing easy transport of the system are not allowed. The system shall be delivered within the hard-case storage containers accompanied by user manuals and fact sheets for assembly. The system shall also have all required tooling, accessories, internal and external hardware and software needed to assemble, install, and power on for immediate deployment. Additionally, the system needs to be able to extend detection range up to five (5) miles in a 360 degree direction.
b. Network Connection
i. The system needs to be capable of connecting to a network via ethernet, LTE signal, and/or satellite connection. The manufacturer would need to provide all standard cabling needed for network connection.
c. Construction
i. The construction of the mast and all components exposed to the environment to include cables and connection port exposure needs to be capable of withstanding environmental temperatures ranging from -51C to 67C (-59F to 152F). The system’s mast and components need to be IP67
(minimum) for waterproofing and dust proofing.
ii. All antennas and their components must be covered in housing that will prevent excessive exposure to the elements such as wind, water, and dust. The housing must protect the antennas from being bent or otherwise manipulated that would compromise the integrity of its’ structure.
d. Cybersecurity
i. The system needs to operate off security platforms and protocols that will protect the integrity of the system and the user from spoofing and jamming.
e. Hardware
i. The system needs to have approved hardware by the Federal Communications Commission
(FCC) and be able to have integration capabilities for newly acquired hardware systems that will allow for universal connectivity to any counter drone detection system or family of systems. The hardware must be able to allow the system to project wide range signal detections ranging from
25KM to 30KM.
ii. The manufacturer shall provide all mandatory cables and connectors for the system. All cables and connectors will be free of damage, corrosion, and environmental debris that would prohibit the system from working as designed.
f. Surfaces
i. All surfaces of castings, forgings, molded parts, stampings and welded parts shall be clean and free from sand, dirt, rust, surface cracking, moisture, and other harmful or extraneous materials. External surfaces shall be smooth, and all edges shall be either rounded or beveled unless sharpness is required to perform a function.
g. Connection Ports
i. All connection ports will have straight edges and be free of any obtrusions. Any connector prongs inside the ports will be straight and free of cracking, coat shedding, or chipped surfaces. All ports need to have the ability to be covered so that they remain free of foreign debris and protected from damage during shipping, day-to-day transport, and storage.
h. Painting
i. The machine shall be painted in accordance with the manufacturer's commercial practice. Any color that blends in with the terrain lacking intense, bright colors will suffice (black, dark browns, greys, sand color, etc).
i. Integrability
i. All components need to be in accordance with manufacturer standards set to produce the original components. Replacement parts need to be non-ITAR, not subjected to the International Traffic in Arms
Regulation, and capable of integrating into the original system with universal connectivity to any counter drone detection mitigation system or related family systems.
j. Maintainability
i. The system needs to be constructed to allow for easy assembly for employment and disassembly for transport and storage.
k. Equipment Training
i. The system needs to have an operator’s manual and/or visual guide on how to assemble, operate, and disassemble. Training will be coordinated with the C-sUAS Program Manager point of contact (POC) no later than seven (7) calendar days upon shipping the equipment. The training will begin after POC confirms receival of the shipment. Training shall provide the necessary skills and knowledge to operate the system effectively with baseline knowledge on how to assemble, operate, and disassemble. Training functions shall include effective assembly and inspection of equipment, operator knowledge on how to interpret the information provided by the system, and disassembly of the equipment for proper storage.
Electronic training material should be made available for at least two (2) years after completion of the training.
l. Warranty
i. A minimum one (1) year warranty shall be provided to protect against defects, breaks, or component failures during normal operations. The warranty shall include the replacement and installation of components/assemblies that can be done by the operator. If a part malfunctions, or is deemed inoperable, and needs to be fixed/replaced by manufacturer, warranty should cover shipping.
