Solicitation Number: FA461325Q1041
Purchase Description: PKB Confinement Camera System (Commodity)
Question: Is this a brand-new contract OR if there is (was) an incumbent performing these services?
Answer: The intended result of this solicitation is a new contract, in accordance with the PWS, at F.E. Warren AFB, Wyoming.
Question: If not brand new, can you please provide the current/previous contract number?
Answer: The intended result of this solicitation is a new contract, in accordance with the PWS, at F.E. Warren AFB, Wyoming.
Question: Is there an existing network cable run, or do we have to run new network cable to each camera?
Answer: There is an existing cable network for cameras. It is unknown if the cables need to be upgraded.
Question: In the CLIN structures, CLIN 0001-0004, are those going to be an additional equipment besides what is listed in A.2. INVENTORY LIST Table 2.1(Furnished Property) and Table 2.2?
Answer: Tables 2.1. and 2.2. of the Performance Work Statement (PWS) describe the Confinement Camera System camera requirements only. The inventory list in Table 2.1. of the Performance Work Statement (PWS) provides all existing Government Furnished Property (cameras) to be installed by the Contractor (CLIN 0001). Table 2.2. of the PWS describes two 8MP AI IR PTZ Cameras to be provided and installed by the Contractor as described in the PWS (CLIN 0002). CLIN 0003 and CLIN 0004 describe a CCTV workstation, Enhanced NVR, and Camera System Configuration to be provided by the Contractor to support the purpose of the work, IAW the PWS.
Question: Is the Government providing the fiber line linking the cameras to the BDOC?
Answer: The Government will not be providing a fiber line linking the cameras to BDOC.
Question: What is the requirement to send the camera signal to BDOC?
Answer: BDOC must have the ability to monitor all CCTV on the installation. This is currently achieved via fiber line connected from the CCTVs to BDOC.
Question: Integrated with BDOC for Central Monitoring (t.v. located at BDOC). Is there an existing monitoring system in BDOC that the cameras will integrate with, or the Contractor will install the monitoring system at BDOC?
Answer: There is an existing camera monitoring system and CCTV workstation at BDOC utilizing WizeNet Wave.
Question: 6.5.4 states that any applicable software application needed to operate/function camera(s) shall be a direct point-to-point connection, are you referring to a point-to-point access point?
Answer: Each camera will connect to a POE switch that will connect to the NVR.
Question: Would this require re-wiring cables?
Answer: Yes. To ensure compliance with the specifications outlined in the Performance
Work Statement (PWS), the replacement of cameras will require new wiring. This will enable proper integration and functionality of the updated system.
Question: Are the quantities listed in A.2 Inventory List of Attachment 2, Performance
Work Statement quantities accurate?
Answer: Please refer to Attachment 2 – Performance Work Statement for the most current and detailed information.
Question: Can a map of the confinement cell and proposed camera locations be provided?
Answer: A detailed map of the confinement cell and camera locations will be provided to the selected contractor after contract award to maintain operational security.
Question: Will the Government provide replacement ceiling tiles?
Answer: Yes. The facility manager of Building 34 will provide replacement tiles as needed to restore ceiling access points following camera installation.
Question: What does “Full Redundancy” mean, and how does it relate to Section 4.4 of the PWS regarding “Redundant Servers that Provide Automatic Failover”?
Answer: Full redundancy refers to having backup components, such as servers or storage, that automatically take over in the event of a primary system failure. Section 4.4 requires redundant servers with automatic failover capability to ensure uninterrupted video recording and system operation. This is critical for maintaining 24/7 surveillance and data integrity.
Question: In this context, could you please explain what Full Redundancy entails and how it relates to Section 4.4, “Redundant Servers that Provide Automatic Failover?”
Answer: Full redundancy means having backup components that automatically take over if the primary fails, and Section 4.4 requires redundant servers with automatic failover to ensure continuous camera system operation in case of server failure. This is crucial for maintaining security and continuous monitoring.
Question: Does the new video system need to be listed on the Air Force Approved
Products List?
Answer: No. However, all equipment must comply with current Telecommunications
Industry Association (TIA) standards for installation and testing, and must meet all applicable Trade Agreements Act (TAA), Buy American Act (BAA), and National Defense
Authorization Act (NDAA) requirements as stated in Attachment 8 – Revised Performance
Work Statement.
Question: Are there 17 licenses currently available on the WiseNet server?
Answer: No. The contractor is responsible for providing all necessary licenses to meet the configuration and functionality requirements of the Confinement Camera System as outlined in the Performance Work Statement.
