About this file

This is a Quality Assurance Surveillance Plan (QASP) for planting inspection services associated with Phase 3 Planting efforts at North Breton Island under contract 140FNR26Q0003 with the Department of the Interior Fish and Wildlife Service. The QASP establishes performance standards and monitoring methods across six key inspection and coordination functions, with inspectors Kara Barcomb and Sophie Williams designated as responsible parties.

The plan requires the contractor to execute pre-installation plant material inspections to verify compliance with specifications outlined in the Performance Work Statement, conduct random seedling counts on packaged seedlings to ensure adequate quantities for each plant species, and perform post-installation inspections at specified timeframes using documented methodology. Additionally, the contractor must coordinate with the Phase 3 Planting Contractor team and government representatives to ensure all requirements are completed in a timely manner through both in-person and electronic communication. The contractor shall provide oversight of all work activities, evaluate work quality and accuracy, and advise the government on planting outcomes. All monitoring and quality assurance activities are to be documented through written communication, inspection records, and other supporting documentation provided to the designated inspectors for verification and approval.
