About this file

This document is Attachment 6.3 - Cost Proposal and Scoring Guide for the Tennessee Administrative Office of the Courts (AOC), part of a Request for Proposals (RFP) for a statewide Case Management System (CMS) and eFiling Application. The RFP seeks a comprehensive commercial off-the-shelf (COTS) Software as a Service (SaaS) solution to replace existing disparate case management systems across Tennessee's 95 counties and 32 judicial districts, serving approximately 400 courts with 238 clerks and 319 judges. The solicitation requires detailed cost proposals across multiple implementation stages, including initial build, phased rollout, recurring charges, local integrations, and change orders, with pricing to be submitted for a 10-year contract term. Vendors must provide fixed-fee costs for implementation services, annual software and licensing fees, hosting costs, maintenance expenses, and unit pricing for local integrations categorized as Simple, Moderate, and Complex.

The cost proposal spreadsheet is structured to capture comprehensive pricing details, with separate tabs for implementation services, recurring charges, local integrations, and change orders. Respondents are required to provide firm pricing throughout the agreement's term, with costs to be entered for each year of the contract across various service categories. The evaluation will use a scoring methodology that applies specific factors to each cost component, with the total evaluation cost amount determining the Cost Proposal Score. The document emphasizes that the evaluation factors do not guarantee specific purchase volumes or create entitlement rights, and the state retains discretion in requesting services. A rate card for supplemental services is also included, allowing for optional future services with capped hourly rates for different job classifications.

Comment:

To ensure we compare apples to apples, should we indicate when the vendor should assume these recurring charges go into affect? For example we can say, assuming Year 1 is once the first phased rollout/early adopter courts go-live and are formally transitioned from hypercare to ongoing support.
