About this file

This is a Determination and Findings (D&F) document authorizing a single-source acquisition for brand-name bunk beds. The Department of the Air Force, through the 27th Special Operations Contracting Squadron - Commodities and Services Flight, is procuring 30 Norix Titan 1616 bunk beds (Part Number TNT1616) for the Cannon Permanent Exercise Facility at Cannon Air Force Base, New Mexico. The purchase request number is F1L1MR6233AG01, and the total estimated acquisition value is below the Simplified Acquisition Threshold. The bunk beds are required to support temporary housing during exercises and contingency lodging for severe-weather evacuations.

The single-source justification is based on technical compatibility requirements. The CPEF currently operates Norix bed systems throughout the facility, and the additional bunk beds must physically integrate, stack, and attach directly to existing Government-owned Norix frames. The Norix Titan 1616 features a proprietary interlocking bunking mechanism and structural footprint engineered specifically for this model; competing manufacturers' bed frames are incompatible and cannot safely attach or stack with the existing inventory. Procuring incompatible beds would necessitate replacing existing units rather than expanding inventory, create safety concerns regarding secure attachment and stability, and potentially void manufacturer warranties. Market research conducted from September 21-23, 2026, confirmed no alternate brand reasonably available, though authorized resellers may be solicited. The Contracting Officer determined the acquisition justified under RFO 12.102(a) and in the Government's best interest. The D&F was signed by Contracting Officer D. Khymchenko on September 23, 2026.

Text18: 2. Nature and Description of the Action Being Approved:
Text19: This Determination and Findings (D&F) authorizes the solicitation for the brand-name product Norix Titan 1616 bunk bed, Part Number TNT1616, for the acquisition of 30 bunk beds to support the Cannon Permanent Exercise Facility (CPEF) at Cannon Air Force Base, New Mexico.

The additional bunk beds are required to support temporary housing requirements for personnel during exercises and contingency lodging requirements associated with severe-weather evacuations.

The total estimated value of this acquisition is below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in Revolutionary FAR Overhaul (RFO) Part 12, Simplified Procedures.

Text20: 3. Citation of Applicable Statutory and/or Regulatory Authority:
Text21: The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
Text23: 4. Findings:
Text25: The acquisition requires the brand-name Norix Titan 1616 bunk bed, Part Number TNT1616. The CPEF currently uses Norix bed systems throughout the facility. The additional bunk beds must physically integrate, stack, and attach directly to existing Government-owned Norix bed frames.

The Norix Titan 1616 utilizes a proprietary interlocking bunking mechanism and structural footprint engineered specifically for this model. Bed frames manufactured by other companies are not compatible with the existing Norix frames and cannot safely attach or stack with them.

Procuring a noncompatible bed system would require replacement of existing bed units rather than expansion of the current inventory. It may also create safety concerns involving secure attachment, stability, and weight-bearing capability. Further, stacking, attaching, or mechanically modifying third-party components to the existing Norix frames may void the manufacturer warranty on existing Government-owned assets.

Text1: by reviewing applicable GSA sources, conducting vendor outreach, contacting the manufacturer, and reviewing commercial supplier information. The research confirmed that the Norix Titan 1616 is required to meet the Government’s compatibility requirement with the currently installed Norix bed system.

The Government may solicit quotations from authorized sources capable of providing the required Norix Titan 1616 bunk beds. Although more than one reseller may be able to furnish the product, no alternate brand is reasonably available.

Text2: 5. Determination:
Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a Brand Name acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.
Text4: 6. Expiration Date:
Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
