About this file

This is an Invitation for Bid (IFB #2026-IFB-016) issued by the City of Pittsburgh Office of Management and Budget on behalf of the Department of Public Works for the procurement of steel and wood park benches. The solicitation requests competitive bids for assembled benches in 6-foot and 8-foot configurations with painted steel frames and unfinished quartersawn white oak or pine wood seating surfaces, as well as individual replacement components including bench slats, complete frames with hardware and cross braces, and metal frames only. The question submission deadline is March 31, 2026, with bid responses due electronically by April 15, 2026, at 2:00 p.m., followed by bid opening at 3:00 p.m. at the Office of Management and Budget in Pittsburgh. The contract term extends from May 1, 2026, through April 30, 2028, with two optional one-year renewal periods. Delivery must be completed within 90 days of order receipt with all shipping and delivery costs included in vendor pricing.

Pricing must be structured by quantity tiers (1-6 units, 7+ units, 11-20 units, and beyond) with all prices firm and fixed without escalation provisions. Acceptable manufacturers are Architectural Iron Company in Milford, Pennsylvania, and Furniture Pro Corp. in Spring Valley, New York, or approved equals, with compliance to ASTM standards required. Bidders must submit a bid guarantee equal to five percent of the total bid amount and, upon award, furnish performance and payment bonds equal to 100 percent of the contract price along with general liability insurance of $1,000,000 per occurrence and $2,000,000 in aggregate. Subcontracting participation goals require 18 percent minority-owned business enterprise (MBE), 7 percent women-owned business enterprise (WBE), and 5 percent veteran-owned business enterprise (VBE) participation with submission of an Equal Opportunity Review Commission participation form. The City of Pittsburgh is exempt from federal excise taxes, transportation taxes, and state sales tax on certain construction materials, requiring vendors to provide itemized sales tax estimates separately from their bid submissions. No specific contract value or budget range is disclosed in the solicitation documents.
