About this file

This is a Determination and Findings (D&F) document for a single-source acquisition by the Department of the Air Force, 27th Special Operations Contracting Squadron - Commodities and Services Flight, for HESCO MIL 10 defense barriers under Purchase Request Number F1L1MR6237AG01.

The acquisition is for HESCO MIL 10 multi-cellular, geo-textile lined welded mesh barrier systems with dimensions of 7' 3" x 5' x 100", with a total estimated value of $38,829.04, which falls at or below the Simplified Acquisition Threshold. The contracting officer determined that a single-source acquisition from Hesco Brand is justified under RFO 12.102(a) because the requested barriers must be compatible with the existing Hesco brand barrier system already in place; use of any other brand would require system modification for interconnection. Market research was conducted from September 17-23, 2026, including a sources sought posting from September 18-22 that received seven responses. Of those responses, six offered comparable items at similar GSA prices, while only two responders had the capability to provide HESCO brand barriers. Based on this research and consideration of small business goals for FY26 and beyond, the contracting officer determined that the requirement would be solicited as a brand name competition with a total small business set-aside rather than through GSA, as GSA pricing was over 10% higher and shipping costs and methods were not in the government's best interest. The D&F was signed by Contracting Officer Moore Brayden Claude on September 25, 2026.

Text18: 2. Nature and Description of the Action Being Approved:
Text19: This Determination and Findings (D&F) authorize the solicitation from a single source, Hesco Brand, for the acquisition of HESCO MIL 10 is a multi-cellular, geo-textile lined welded mesh barrier system dimensions 7' 3"x 5' x 100". The total estimated value of this acquisition is $38,829.04, which is at or below the Simplified Acquisition Threshold (SAT). This action will be conducted using the procedures set forth in the Revolutionary FAR Overhaul (RFO) Part 12, Simplified Procedures.
Text20: 3. Citation of Applicable Statutory and/or Regulatory Authority:
Text21: The authority for this action is RFO 12.102(a), which permits soliciting from a single source or brand name if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.
Text23: 4. Findings:
Text25: The acquisition requires a particular brand-name item, HESCO MIL 10, because "The requested part must be compatible with the existing `Hesco brand barrier system. Use of any other brand would require system modification to be interconnected. Market research has confirmed that HESCO is the only source for this specific brand-name item.

Text1: Market research was conducted by a sources sought was posted on Sep 18 ended on sep 22nd and it received 7 responses. Of those 6 responders were for similar items of comparable prices as what is found on GSA and 2 responders had the capability to provide the HECO brand barriers. Based on market research and the variance of socioeconomic categories and the ability to meet small businesses goals for FY26 and beyond, I recommend this requirement to be solicited as a brand name competition with a total small business set aside and not acquired through GSA due to being over 10% more and the shipping cost and method not being in the governments best interest.
Text2: 5. Determination:
Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a single-source acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.
Text4: 6. Expiration Date:
Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
