About this file

This is a Determination and Findings (D&F) for a Single-Source Acquisition under FAR Part 12 Simplified Procedures authorizing the Department of the Air Force to solicit a John Deere brand flex wing rotary cutter (batwing mower), model number FC12E, on a single-source basis. The 27th Special Operations Contracting Squadron – Commodities and Services Flight is conducting the acquisition under Purchase Request Number F1L3SM6197A001 with an estimated total value of $18,926.60, which falls at or below the Simplified Acquisition Threshold (SAT).

The D&F justifies single-source procurement based on market research conducted from July 27, 2026 through August 6, 2026, which confirmed that the John Deere FC12E is the only source that meets the Government's specific requirements. The 12-foot class flex-wing rotary cutter attachment must maintain compatibility with existing John Deere agricultural tractor systems, and alternatives would require prohibitive system modifications at considerable cost. Market research identified John Deere as the sole source and identified sufficient small business distributors and resellers capable of providing the equipment. The Contracting Officer, Moore Brayden Claude Laude, approved this determination on August 6, 2026, finding that a brand name acquisition under RFO 12.102(a) is justified and in the best interest of the Government.

Text25: Brand Name or Particular Feature:The acquisition requires a particular brand-name item, John Deere model FC12E, because the item is the most cost effective as it causes no further costs to the government that others systems would due to modifications not being needed for it to be compatible with the existing John Deere system use to maintain the grounds Use of any other brand would not be inter-operable and would require a system modification at a prohibitive cost. Text1: Market research confirms no mandatory sources can fulfill this requirement. While a robust commercial market exists for generic flex-wing rotary cutters, with over 1,000 small businesses nationwide, this acquisition specifically requires the John Deere Model FC12E. This brand-name item is essential for seamless compatibility with existing Government John Deere systems, as alternatives would incur prohibitive modification costs. Market research has confirmed John Deere is the sole source for this specific item. Furthermore, sufficient small business distributors and resellers have been identified who can provide the John Deere Model FC12E.
Text2: 5. Determination:
Text3: Based on the findings detailed above, I hereby determine that the circumstances of this contract action make only one source reasonably available to satisfy the Government's needs. Therefore, a brand name acquisition under the authority of RFO 12.102(a) is justified and in the best interest of the Government.
Text4: 6. Expiration Date:
Text5: This is a D&F for an individual contract action; therefore, an expiration date is not applicable.
