Request for Proposal: HTC711-23-R-R005
** Submission Rules & Instructions: **
1. When completing this Technical Worksheet, the Offeror shall answer each question based on Attachment 1, Performance Work Statement (PWS) requirements. The Offeror shall assume the Government has no prior knowledge of the past or present experience the Offeror may have.
2. The Offeror’s entire submission, based on this Technical Worksheet, SHALL NOT exceed 25 pages in length. Technical Worksheets that exceed 25 pages, will have only the first 25 pages evaluated and all other pages will be removed before the Technical Worksheet is evaluated.
3. The offer shall not simply rephrase or restate the Government’s requirements, but rather shall provide convincing rationale to address how the contractor intends to meet the minimum requirements identified in the PWS. Statements paraphrasing the PWS or parts thereof, flowcharts simply listing activities related to the PWS, and phrases such as “standard procedures will be employed” without description of how the Government’s requirements will be met will be considered unacceptable.
4. All requested attachments, port certifications, licensing, permits, documentary evidence (photos), and Material Handling Equipment (MHE) lists shall not count against the page limits.
NOTE** Failure to complete this document in its entirety or attach requested documents may result in an Offeror being ineligible for award.
