About this file

This document is a Sole Source Justification for a below-Simplified Acquisition Threshold (SAT) contract action to continue providing local dial-tone and ancillary telecommunication services to Dyess AFB. The current services are provided by AT&T, whose copper cable infrastructure is in place and functioning, but becoming obsolete as the technology shifts to IP-based telephony. Replacing the copper infrastructure would be costly and disruptive to mission operations. Therefore, the Contracting Officer has determined that AT&T is the only reasonably available source for the required Time Division Multiplexing (TDM) services in the short-term. The subsequent competitive acquisition will be for the transition to IP-based services, which will require installing fiber optic infrastructure. The total estimated contract value is not provided.

LTS TDM Services - Dyess AFB

TBD

Local “dial-tone” and ancillary services as defined herein to include: local access for Integrated Services Digital Network (ISDN) Primary Rate Interface's (PRI's); local exchange trunks; transport channels; point-to-point circuits; commercial business lines and features; direct inward dial directory numbers and number portability; local and Intra-Local Access and Transport Area (LATA) access;

and interconnection with Inter-LATA exchange carrier.

The current AT&T services and equipment provided by the vendor are in place and functioning. The vendor owned copper cable communication lines, which are installed underground, would be costly and impractical to replace, when considering the current Time Division Multiplexing (TDM) services and infrastructure have become obsolete and are soon to be replaced with Internet Protocol (IP) telephonic routing services. The IP services will require installation of fiber, replacing the outdated copper cables.

Due to that, awarding to a vendor other than AT&T would require replacing the copper cable for short-term TDM services, which would create costs for the government without any long term benefit, if it is even a viable option given the changes in technology. Additionally, accommodating the replacement and installation of new equipment and cabling would cause service down time, which would effect mission capability across the installation.

I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.

The current requirement is being solicited as a sole source procurement. To ensure adequate competition is obtained in the future, the subsequent solicitation for transition from Time Division Multiplexing (TDM) to Internet Protocol (IP) telephonic routing services will be issued as a competitive acquisition.

1. Conducting a market survey to determine potential future sources.

2. Integrating with AFGSC for guidance.

3. Conferring with fellow Air Force installations for information on how they will or have accomplished this effort.
